Phasing - The identification of the geographic extent and maximum development allowances of <br /> the initial or current phase that corresponds to the site specific objectives and policies and the <br /> general location of all future phases ; <br /> e . Significant Natural Features - General location of the Countryside and its relationship to each <br /> Village including the location . of environmentally sensitive lands to be preserved such as <br /> wetlands , wildlife habitat , greenways and trails , natural water bodies , and similar features ; <br /> f. Public Facilities — General location of future public facilities including location of existing <br /> and <br /> proposed roads ( by number of lanes ) , water and wastewater treatment plants and well fields , and <br /> public schools . The future street network shall be limited to arterial roadways , limited access <br /> parkways , and transit ways ; <br /> Policy 21 . 2 . 1 : Conceptual Plan Phasing . ,The maximum development allowances within the current <br /> and future phases shall not exceed 19 , 750 units . Any development allowances within the FJV property <br /> as part of subsequent phases shall be obtained by an amendment to the Comprehensive Plan to 1 ) <br /> amend Policy 21 . 1 to set forth the maximum development allowances within the proposed phases in <br /> accordance with a new demonstration of need and 2 ) revise the conceptual map to identify the <br /> subsequent phase in which the additional development rights will be located . An application for a <br /> comprehensive plan amendment to obtain development allowances for phases subsequent to Phase 1 <br /> may be initiated in accordance with the timing relationships of Policy 21 . 4 . 8 for the initial or prior phase <br /> upon application for building permits for 80 % of the residential units and 60 % of the nonresidential <br /> allowance . <br /> Policy 21 . 2 . 2 : Conceptual Map Consistency . The general location of attributes reflected on the <br /> conceptual map may be adjusted as set forth below with future local government approvals . Changes to <br /> the substantive content of the attributes as set forth below may only be accomplished through <br /> a <br /> comprehensive plan amendment to amend the conceptual map . <br /> Consistency with Local Government Approvals Villages — Adjustments to the size of Villages <br /> Base Map — Adjustments to city boundary , within the current phase , up to a 10 % increase in <br /> adjacent natural resources , and existing public size , which does not amend the maximum <br /> facilities . development allowances within the phase . <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 -4 <br />
