The FJV Properties subject to the VOF shall be developed through the Planned <br /> Development District zoning category , except for agricultural uses , public uses , or private uses in support <br /> of a public recreational use , which may be developed consistent with the underlying zoning . <br /> The Owner shall not develop the FJV Properties for any planned development for five ( 5 ) years from the <br /> effective date of this amendment unless approved as part of a Development of Regional Impact ( DRI ) or <br /> Preliminary Development Agreement ( " PDA" ) under Chapter 380 , Florida Statutes . Notwithstanding , any <br /> development of agricultural operations or Countryside uses outside of the current phase shall be <br /> excluded from the DRI or PDA requirement to the extent allowable by law . <br /> Local government approval for planned development districts will follow processes defined in the Land <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 -5 <br />
