A TRUE COPY <br /> CERTIFICATION ON LAST PAGE <br /> EXHIBIT "B " ,j , K , BARTON , CLERK <br /> B . <br /> Strikethrough and underline based upon the adopted version of Ordinance 08-14 , May 21 , 2009 (Final SSA Exhibit B , March 18 , 2010) <br /> CITY OF FELLSMERE CHAPTER 1 : FUTURE LAND USE ELEMENT <br /> shall be accessible for pedestrians , bicyclists and motorists and shall be within acceptable <br /> walking distance of and accessible to all Neighborhood residents . The size of a Village <br /> Center shall be governed by the application of the maximum Neighborhood depth pursuant to <br /> Policy 21 . 3 . 1 . 1 . a ; however, the minimum size of a Village Center shall be governed as set <br /> forth in Table 1 below . <br /> Table 1 : Minimum Size of Village Centers <br /> Village Size * Minimum Size of <br /> ( range in acres ) Village Center <br /> 500 — 750 30 acres <br /> > 750 — 1 , 000 50 acres <br /> > 1 , 000 — 1 , 250 80 acres <br /> > 1 , 250 — 11500 120 acres <br /> * Only Villages north of the Phase I limits may be less than 1 , 000 acres . <br /> 3, Common Areas. Within a Village , Common Area uses shall be regulated by their location within <br /> a Neighborhood or Village Center . Within Neighborhoods , Common Areas are limited to schools , places <br /> of worship , group homes , civic or institutional uses serving the demands generated by the use of <br /> a <br /> recreational amenity or open area , and public or private active or passive recreation or open areas . <br /> Such uses may be further regulated through the Land Development Code or Planned Unit Development <br /> to ensure compatibility with adjacent residential uses . Within Village Centers , Common Areas are limited <br /> to schools , places of worship , group homes , not-for-profit uses , public or private active or passive <br /> recreation or open areas , medical facilities , civic or institutional uses such as post offices , <br /> libraries , <br /> police , fire , and administrative offices , and civic or institutional uses serving the demands generated by <br /> the use of a recreational amenity or open area . Each Village Center shall contain at least one <br /> civic <br /> building that shall be sited on a location of high public visibility and prominence usually within or around a <br /> public open area or at the termination of vistas . Fire Stations and Police Stations are encouraged to <br /> provide community meeting rooms to enhance their public character. Villages that are required to <br /> provide a school shall locate the school within the confines of the Village . Planning for the school shall <br /> be coordinated with the School Board of Indian River County . Civic uses that are incompatible with the <br /> urban mixed - use character of a Village Center, such as maintenance facilities comparable in intensity to <br /> a high impact industry or central utility systems such as water or sewer plants , shall be <br /> located in <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 - 9 <br />
