BARTON , CLERK <br /> Be <br /> Strikethrough and underline based upon the adopted version of-Ordinance 08 - 14 , May 21 , 2009 ( Final SSA- Exhibit - B , March 18 , 2010) <br /> CITY OF FELLSMERE CHAPTER 1 : FUTURE LAND USE ELEMENT <br /> the City and that an agreement exists with a competent entity as the operator of Potable Water <br /> and <br /> Sanitary Sewer . <br /> Policy 21 . 7 . 3 : Wastewater Reuse . New developments in VOF are required to accommodate the volume <br /> of treated wastewater produced , when available , and may include re- use irrigation or adequate areas <br /> designed to absorb the treated wastewater to utilize its nutrients to enhance the ecological function of the <br /> environment . The City acknowledges that an on -site irrigation water supply system may be provided to <br /> serve non -agricultural uses within the FJV Properties . <br /> Policy 21 . 7 . 4 : Water Resource Management . The City shall require stormwater management systems <br /> within the area that support the objectives of the St . John ' s River Water Management District <br /> ( SJRWMD ) , Fellsmere Water Control District ( FWCD ) , and the City' s Comprehensive Plan . <br /> Policy 21 . 7 . 5 : Water Resource Management Strategy . The land necessary for water storage , <br /> attenuation and discharge for drainage of new development in the VOF area shall be arranged and <br /> managed as part of a comprehensive regional drainage system permitted by the City , FWCD and /or <br /> SJRWMD . <br /> Policy 21 . 7 . 6 : Management and Coordination of the Stormwater System . The City will coordinate <br /> with SJRWMD and FWCD to create an institutional structure to facilitate the implementation of a surface <br /> water and water resource management system that a ) maintains adopted level of service standards ; b ) is <br /> coordinated with landowners to achieve connectivity over time ; c ) is financially feasible ; d ) is coordinated <br /> with the plans of the SJRWMD , FWCD and other stakeholder agencies ; and e ) meets water quality <br /> objectives prior to discharge into the upper SJR basin . <br /> Policy 21 . 7 . 7 : Locational Criteria . Public facilities and services shall be located pursuant to <br /> agreements with the service providers and shall consider the following criteria in siting those facilities : <br /> a . soil analysis , geo-technical testing , borings ; <br /> b . topographical surveys ; <br /> c . wetlands mapping ( if any) and environmentally sensitive area boundary delineations ; and <br /> d . adjacent uses and buffering needs . <br /> Policy 21 . 7 . 8 : Transportation . The Development shall satisfy at the time required transportation <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 -24 <br />
