BARTON , CLERK <br /> B . <br /> Strikethrough and underline based upon the adopted version- of Ordinance 08- 14 , May -21 , 2009 ( Final SSA Exhibit-B , March 18 , 2010) <br /> CITY OF FELLSMERE CHAPTER 1 : FUTURE LAND USE ELEMENT <br /> concurrency by constructing improvements or executing a mutually agreeable Proportionate Fair Share <br /> Agreement ; or a mutually agreeable Developer' s Agreement ; or a mutually agreeable Impact Fee <br /> Assessment . Development plans or proposals may be approved within the FJV Properties if the <br /> transportation improvements necessary for capacity required for such plan are supported by an executed <br /> Developer Agreement , Interlocal Agreement , Impact Fee Agreement , Proportionate Fair Share <br /> Agreement , or other method guaranteeing adequate funding for the FJV Properties ' Fair Share Cost of <br /> such improvements . <br /> In addition , the City acknowledges its intention , in good faith , to : <br /> 1 . Coordinate the pro - rata funding of the interchange , bridge crossings , or roadways with <br /> adjacent property owners/developers when such other properties are benefited by these <br /> improvements . <br /> 2 . Implement a " cost- recovery" agreement for the Applicant when the Applicant funds more <br /> than its pro- rata share of an improvement . <br /> 3 . Work with the Applicant to secure appropriate impact fee credits based upon fair share <br /> apportionment payments and /or actual construction of improvements . <br /> 4 . Create a right-of-way preservation plan for roadway connection required for traffic <br /> distribution to reduce traffic on CR512 through the " old town district " . <br /> Policy 21 . 7 . 9 . Financing Mechanisms . The City will encourage a variety of financing tools and <br /> strategies to fund capital improvement programs within the FJV Properties such as but not limited to : <br /> 1 . Community Development Districts ( CDD ) , <br /> 2 . Independent Special Districts , <br /> 3 . Business Improvement Districts ( BID ) , <br /> 4 . Educational Facilities Benefit Districts , <br /> 5 . Interlocal Agreements , <br /> 6 . Developer Agreements , and <br /> 7 . Proportionate Share Contributions to the extent permitted under Chapter 163 , F . S . , and <br /> the establishment of special assessment districts . <br /> The objective is for the City to achieve fiscal neutrality and therefore incur no cost for development . <br /> Comprehensive Plan Goals, Objectives and Policies - Future Land Use Element 1 -25 <br />
