Golf Courses . Golf courses that are designed to accommodate reuse wastewater. ( Golf courses <br /> may comprise no more than 10 % of the combined requirements for Countryside and Common <br /> Areas . ) <br /> The owner shall provide public access to Egan Lake ( Fellsmere Water Management Area ) , including a <br /> public boat ramp , to the extent access and the public boat ramp are permittable by SJRWMD <br /> and <br /> consistent with SJRWMD ' s public access plan . The maintenance and upkeep of privately owned <br /> recreational areas shall be the responsibility of an entity approved by the City , i . e . Community <br /> Development District ( CDD ) , Home Owner' s Association ( HOA) , Chapter 298 Special District Authority , <br /> and such spaces shall be accessible in perpetuity . <br /> Policy 21 . 8 . 9 : Greenway Corridors . Greenways , trails , and linear parks shall be credited toward the <br /> Countryside or Common Area requirements . <br /> Policy 21 . 8 . 10 : Civic Uses . Land allocated for civic uses may be counted toward the fulfillment of <br /> required Common Areas or Countryside as set forth below . <br /> a . Common Area civic uses such as libraries and schools ( including the associated playfields ) , as <br /> well as community buildings and clubhouses may be counted toward the fulfillment of the <br /> required Common Areas within Villages or Hamlets . <br /> b . Civic uses may not be located within the Countryside unless they are supportive of another <br /> Countryside use such as small utility systems ( lift stations , sub-stations , or similar uses ) <br /> developed in support of a major recreation uses or administrative or maintenance facilities <br /> developed in support of major recreation uses or similar uses . When such civic uses are located <br /> within the Countryside , only the pervious area of civic uses may be credited toward the <br /> Countryside requirements . <br /> Policy 21 . 9 : Transportation Planning . The City will ensure that a balanced and integrated <br /> transportation system is established concurrently with new development that promotes the desired <br /> sustainable pattern of growth , protects and enhances the character of the area , and seeks to reduce the <br /> greenhouse gas emissions of the transport system while maintaining level of service requirements . <br /> Policy 21 . 9 . 1 : Sustainable Transportation . Vehicular trips shall be minimized through a combination <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 -30 <br />
