BARTON , CLERK <br /> Be <br /> Strikethrough and underline based upon - the adopted version of Ordinance 08- 14 , May 21 , 2009 ( Final SSA Exhibit B , March 18,2010) <br /> CITY OF FELLSMERE CHAPTER 1 : FUTURE LAND USE ELEMENT <br /> where a roadway terminates at a water management tract , park or civic area , development boundary , or <br /> other topological feature . Dead -end streets are discouraged . <br /> Policy 21 . 9 . 5 : Interconnected Neighborhoods . The transportation system shall be designed so that <br /> multiple streets , bicycle paths and sidewalks continue into adjacent Neighborhoods , Village Center, and <br /> nearby developments to facilitate convenient movement and disperse traffic throughout the local network <br /> except where a roadway terminates at a water management tract , park or civic area , development <br /> boundary , or other topological feature . Connections to existing or future collector roadways shall be at <br /> approximately '/4- mile intervals . Owner/Developer shall be required to construct a City-approved <br /> Pedestrian Linkage System , <br /> Policy 21 . 9 . 6 : Roadway Character . Within the Countryside , development shall be designed to maintain <br /> open vistas and protect the integrity of the rural character of roadways . Within Villages , roadways shall <br /> be designed to regulate vehicular speeds and ensure a balanced environment for motorists , bicyclists , <br /> pedestrians , transit , and utility transmission needs . The Master Plans prepared pursuant to Policy 21 . 2 . 4 <br /> shall include design standards to accomplish this intent . <br /> Policy 21 . 9 . 7 : Street Trees . Regularly spaced shade trees shall be required to provide shade <br /> for <br /> pedestrians and cyclists along all new streets with exception of alleys . <br /> Policy 21 . 9 . 8 : Interconnected Parcels . Interconnections between complementary uses shall be <br /> required , including access and circulation among parking lots and to pedestrian paths and may take the <br /> form of shared driveways , frontage streets , and parking with cross access easements . <br /> Policy 21 . 9 . 9 : Parking Location , Village Centers shall be designed to promote a " park once " <br /> environment to encourage walking between multiple destinations and proximity to transit stops . Shared <br /> parking arrangements shall be encouraged through a reduction in the required parking if supported by <br /> appropriate traffic analysis . Parking lots and garages shall be buffered from the view of the sidewalk <br /> preferably located behind or to the sides of buildings to enhance the pedestrian environment of the <br /> street . Conveniently located bike racks shall be provided throughout the Village Center within all <br /> Villages . Parking lots shall be considered for park- n - ride lots as part of the regional transit system where <br /> appropriate . <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 -32 <br />
