3. Coordinate and conduct pre-bid walkthroughs of the housing units by <br />the contractors. <br />4. Identify work items associated with the rehabilitation bidding process. <br />5. Provide the County with recommendations of award for the <br />rehabilitation bids received. <br />6. Complete contracts for the units to be rehabilitated or replaced. <br />7. Conduct pre -construction conferences and contract signings for the <br />units being rehabilitated. Complete, have executed, and record "Notices of <br />Commencement". <br />8. Record Deeds, Notes and Mortgages after execution. <br />9. Implement inspection procedures to be utilized during the <br />rehabilitation stage of the project. <br />10. Organize and maintain appropriate records regarding inspections <br />carriedout during the rehabilitation stage of the project. <br />• <br />11. Inspect housing units and verify contractors' invoices at each draw as <br />well as completion of the rehabilitation project. Obtain "Release of Liens" from <br />contractors and sub -contractors prior to approving all draw requests. <br />E.
