Bell Sanitary <br />Service Franchise <br />I am in receipt of your letter of September 22nd <br />which sets forth the requirements for a transfer of the <br />above franchise to Rural Sanitation Service, Inc. <br />First, I checked the County file, and I find that <br />the old Owens Franchise apparently was cancelled and a new <br />franchise was given to Bell. Therefore, this is an assign- <br />ment of the Bell Franchise. Representatives of both Rural <br />Sanitation and the W. R. Bell Service appeared before the <br />County Commission for permission to transfer the franchise <br />about three or four weeks ago, but I will contact Mr. Bell <br />and ask him to send a written request to the County. This <br />letter should serve as the transferee's request for the <br />assignment, along with the other papers I have previously <br />sent to you. <br />In regard to the transferee's financial liability, <br />they operate a number of trucks in an existing franchise <br />and are intending to pay cash for this franchise. They have <br />the regular garbage trucks that they plan to use on this <br />new franchise.
