• Coordinate with the County and FDEO for all matters related to the <br /> West Wabasso Phase 1 Sewer Project <br /> • Attend all CDBG Meetings , including but not limited to , public hearings , <br /> progress meetings , CATF and other public informational meetings , etc . <br /> Represent the County during FDEO/HUD site visits and monitoring <br /> visits and prepare response( s ) to HUD and FDEO monitoring letters . <br /> • Represent the County before any State or Federal representatives or <br /> meetings regarding the project <br /> • Create project information management and record filing system with <br /> duplicate tracking by Guardian <br /> • Support County in developing internal project financial management <br /> system (for disbursing funds ) and develop hard document RFF for <br /> County reference <br /> • Guide County in maintaining project records and filing system <br /> acceptable to both the FDEO and the auditor' s general office (track and <br /> code files/check regularly) <br /> • Assess the local government' s compliance with state and federal <br /> regulations concerning procurement , employment, personnel and <br /> property management , records retention , fair housing , ethics , and <br /> others <br /> • Guide County on documenting the County' s Equal Opportunity , <br /> Section 3 hiring and MBE hiring efforts and fair housing activities in <br /> compliance with grant award ct <br /> • Develop work plans for CDBG Award Agreement <br /> Develop budget for Project Award Agreement and any amendments <br /> Prepare other grant award agreement forms as requested by FDEO <br /> • Produce and submit all other required program reports <br /> • Develop and track HUD required environmental review records , <br /> Including the preparation of public notices and the " Request for <br /> Release of Funds " . <br /> Oversee project to monitor for compliance with applicable FDEO/HUD <br /> requirements <br /> • Coordinate with other agencies and contracts , as necessary <br /> • Request wage decisions for the project from FDEO and/or HUD and <br /> provide to the County as needed <br /> Support County with Internal Budget Tracking System for grant <br /> compliance and <br /> • Provide technical assistance to the County in procuring professional <br /> service contracts <br /> Review construction bid documents and contract documents for <br /> compliance (this Includes review for compliance with OMB Circular A. <br /> 102 ) <br /> Establish grant related architecture/engineer terms and conditions for <br /> incorporation in the bid package <br /> • Prepare contractor CDBG requirements for procurement packages and <br /> review for FDEO and HUD compliance . <br /> • Obtain DOL/ HUD/FDEO clearances of the contractor <br /> • Submit Notice of Award to DOL , HUD , or FDEO as required <br /> • Review contract documents <br /> • Attend and support staff during preconstruction conference <br /> • Prepare and Send Notice on Behalf of the County to DOL and HUD or <br /> FDEO that the construction has commenced upon Notice to Proceed <br /> ( NTP ) <br /> Provide samples and support to County in responding to any citizen <br /> complaint In compliance with CDBG process <br /> 2 <br />
