INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS <br /> REQUEST FOR PROPOSAL 2010047 <br /> Introduction <br /> Indian River County, Florida (the " County") , is requesting proposals from qualified firms of <br /> certified public accountants to audit its financial statements for the fiscal years ending September <br /> 30 , 20103 2011 , 2012 , 2013 and 2014 . These audits are to be performed in accordance with <br /> generally accepted auditing standards in addition to the following : <br /> ( 1 ) Section 11 . 45 , Florida Statutes <br /> (2) Regulations of the Florida Department of Financial Services <br /> (3 ) Rules of the Florida Auditor General (Chapter 10 . 550 , Local Government Entity Audits) <br /> (4) State and Local Government Audit and Accounting Guide ("the AICPA Guide") <br /> ( 5 ) Standards for Audit of Governmental Organizations , Programs , Activities , and Functions , <br /> published by the U . S . Government Accountability Office <br /> (6) U . S . Office of Management and Budget, Circular No . A- 133 , Audits of States , Local <br /> Governments , and Non -Profit Organizations <br /> (7) American Recovery and Reinvestment Act of 2009 (ARRA) <br /> ( 8 ) U . S . Department of Agriculture (USDA) , Rural Development rules and regulations <br /> I .
