HUD will review applications in accordance with the guidelines and procedures provided in the NOFA <br /> and will award funds to recipients through a national competition based on selection criteria as defined in section <br /> 427 of the Act. <br /> (b) Announcement of awards. HUD will announce awards and notify selected applicants of any conditions imposed <br /> on awards. Conditions must be satisfied before HUD will execute a grant agreement with the applicant. <br /> (c) Satisfying conditions. HUD will withdraw an award if the applicant does not satisfy all conditions imposed on it. <br /> Correcting all issues and conditions attached to an award must be completed within the time frame established in the <br /> NOFA. Proof of site control, match, environmental review, and the documentation of financial feasibility must be <br /> completed within 12 months of the announcement of the award, or 24 months in the case of funds for acquisition, <br /> rehabilitation, or new construction. The 12-month deadline may be extended by HUD for up to 12 additional months <br /> upon a showing of compelling reasons for delay due to factors beyond the control of the recipient or subrecipient. <br /> § 578 .23 Executing grant agreements . <br /> (a) Deadline. No later than 45 days from the date when all conditions are satisfied, the recipient and HUD must <br /> execute the grant agreement. <br /> (b) Grant agreements. ( 1 ) Multiple applicants for one Continuum. If a Continuum designates more than one <br /> applicant for the geographic area, HUD will enter into a grant agreement with each designated applicant for which <br /> an award is announced. , <br /> (2) One applicant for a Continuum. If a Continuum designates only one applicant for the geographic area, after <br /> awarding funds, HUD may enter into a grant agreement with that applicant for new awards, if any, and one grant <br /> agreement for renewals, Continuum of Care planning, and UFA costs, if any. These two grants will cover the entire <br /> geographic area. A default by the recipient under one of those grant agreements will also be a default under the <br /> other. <br /> (3) Unified Funding Agencies. If a Continuum is a UFA that HUD has approved, then HUD will enter into one grant <br /> agreement with the UFA for new awards, if any, and one grant agreement for renewals, Continuum of Care planning <br /> and UFA costs, if any . These two grants will cover the entire geographic area. A default by the UFA under one of <br /> those grant agreements will also be a default under the other. <br /> (c) Required agreements. Recipients will be required to sign a grant agreement in which the recipient agrees : <br /> ( 1 ) To ensure the operation of the project(s) in accordance with the provisions of the McKinney-Veto Act and all <br /> requirements under 24 CFR part 578 , <br /> (2) To monitor and report the progress of the project(s) to the Continuum of Care and HUD ; <br /> (3) To ensure, to the maximum extent practicable, that individuals and families experiencing homelessness are <br /> involved, through employment, provision of volunteer services, or otherwise, in constructing, rehabilitating, <br /> maintaining, and operating facilities for the project and in providing supportive services for the project; <br /> (4) To require certification from all subrecipients that: <br /> (i) Subrecipients will maintain the confidentiality of records pertaining to any individual or family that was provided <br /> family violence prevention or treatment services through the project, <br /> (ii) The address or location of any family violence project assisted under this part will not be made public, except <br /> with written authorization of the person responsible for the operation of such project; <br />
