C . <br /> for funding is consistent with the HUD -approved 11386 ) and the guidelines , rating criteria , and <br /> consolidated plan . Funded applicants must procedures published in the NOFA . <br /> certify in a grant agreement that they are <br /> following the HUD -approved consolidated plan . [61 FR stt �6, Sept. 30, 1996] <br /> ( b) Applicants that are not States or units § 583 . 230 Environmental review . <br /> of general local government .
