HydroMentia South Relief Canal Algal Turf Scrubber <br /> 1 . INTRODUCTION <br /> The Indian River County Utilities Department, in cooperation with the Public Works <br /> Department, Stormwater Division , recently submitted an application for an Industrial <br /> Wastewater Permit to FDEP for a water treatment facility and relocated South Relief Canal <br /> Outfall to be located contiguous to the Indian River Farms Water Control District's South <br /> Relief Canal within Indian River County. The South Relief Canal is a major tributary within <br /> the network of canals managed by the Indian River Farms Water Control District <br /> (IRFWCD) . The proposed treatment system is to be designed around. the application of an <br /> Algal Turf ScrubberV (ATS Tm ) ' to remove nutrients and eliminate toxicity associated with a <br /> blend of an RO concentrate , as generated by the Utilities Department in the production of <br /> potable water, and surface waters associated with the South Relief Canal (South Canal) . <br /> The proposed treatment facility is referred to as PC South . <br /> On July 5 2011 HydroMentia was authorized by the County to provide services related to <br /> Task 1 —Continued Permit Procurement Services . Attachment 1 of Change Order 2 . <br /> These services included specific tasks and associated costs attendant with efforts needed <br /> to develop a complete application as related to the FDEP Wastewater Application Form <br /> 2CS -- " Permit to Discharge Process Wastewater from New or Existing Industrial <br /> Wastewater Facilities to Surface Water" . <br /> The Industrial Wastewater Permit (IWP) application for the initial site located adjacent to 7th <br /> Road SW and 1st Place (Site 1 ) was completed by HydroMentia , Inc. for the Utilities <br /> Department , under agreement entitled " Indian River County Proposed Water Treatment <br /> Facility Proposal for Permit Procurement Services Indian River County , Florida" dated July <br /> 2011 . HydroMentia completed all of the tasks included in this agreement with the submittal <br /> of the completed application on October 3 , 2011 . <br /> On January 23 2012 HydroMentia was authorized by the County to provide services <br /> related to Task 1 —Continued Permit Procurement Services . Attachment 1 of C .O. 3 . <br /> Task 1 : Continued Permit Procurement Services of said agreement specified that <br /> HydroMentia shall provide assistance in the timely response to Requests for Additional <br /> Information ( RAI) associated with the previous submittal of the Industrial Wastewater permit <br /> application to FDEP . In addition HydroMentia shall provide assistance as requested in <br /> obtaining other permits required for the project, including Environmental Resource Permit <br /> (ERP) and Consumptive Use Permit (CUP) . <br /> In completing the effort to obtain the IWP for Site 1 , it was necessary for HydroMentia to <br /> conduct work outside of the scope of Task 1 — Change Order 3 . Specifically , this work <br /> included ( 1 ) revisions to original application submittal to adjust for changes related to <br /> relocation of the influent pumping facility and piping network , a change resulting from <br /> conditions associated with the Indian River Farms Water Control District ( IRFWCD) and <br /> The Algal Turf Scrubber® is a proprietary technology available exclusively through HydroMentia , Inc. <br /> Indian River County ATSTm Site 2 Permit Procurement Services Proposal 1 <br /> October 5, 2012 (Rev Nov 15, 2012) <br />
