These additional services were authorized in Change Order 4 . On July 3 , 2012 HydroMentia was authorized by the County to provide services related to Task 1 — Additional Permit Procurement Service Work in Excess of Work Order #3 – Chanoe Order 4. Task 1 of Change Order 4 authorized professional services attendant with responding to Requests for Additional Information (RAI ) to the submitted IWP application for Site 1 . These services were provided , and the IWP for Site 1 was issued by FDEP . Services associated with assistance in securing the Environmental Resource Permit ( ERP) and Consumptive Use Permit (CUP) for Site 1 were ongoing . Fees accrued for services rendered in conjunction Change Order 4 - Task 1 for Site 1 Permit Procurement through July 19th , 2012 totaled $9 , 991 of the projected $ 15 , 000 . On July 19th HydroMentia was instructed by Indian River County Utilities staff that a new site located adjacent 5th Street SW (Site 2) had been selected for the PC-South Facility and that appropriate modifications must be made to the approved IWS permit, and ERP and CUP permit applications . Permit procurement for Site 2 are outside the scope of Change Order 4 (Task 1 ) , and the - estimated fees for Site 2 permit procurement services are projected to exceed the remaining balance of $5 , 009 for Task 1 Site Procurement Services . Accordingly , the proposed scope of work for services provide in conjunction. with permitting for Site 2 are provided below . 2 . PROPOSED SCOPE OF WORK HydroMentia shall complete the following tasks in a timely manner, and will coordinate its efforts with the Utilities Department and the Stormwater Division of the Public Works Department and provide assistance in issues associated with Site 2 permit procurement for which HydroMentia is uniquely qualified . Accordingly , HydroMentia shall rely upon the County to provide support services such as surveying , land-use information , and hydrologic Information , historical data retrieval and compilation , stormwater modeling , public notifications , final word processing and CADD/graphics . Task 1 : Site 2 Continued Permit Procurement Services HydroMentia shall provide assistance to modify the previously approved IWP for the new Site 2 location . . Services shall be provided on an hourly rate basis plus costs of expenses based upon the rate schedule included in Section 3 , not to exceed a total value of $2 , 250 without approval by the County .
