ACHMEW <br />MONITORING AND REPORTING SERVICES FOR 319(h) GRANT FOR <br />EGRET MARSH STORMWATER PARK <br />INTRODUCTION <br />In an effort to establish an effective program that facilitates removal and recovery of <br />nutrient pollutants associated with stormwater runoff attendant with the network of <br />canals managed and operated by Indian River Farms Water Control District (IRFWCD), <br />the COUNTY has actively pursued implementation of innovative mechanical and <br />biological approaches. One such innovative facility, Egret Marsh Stormwater Park <br />(Egret Marsh), has been constructed in the southwestern part of IRFWCD's watershed, <br />at the southeast corner of 4th Street and 74th Avenue. <br />The central nutrient control unit associated with Egret Marsh is a 4.54 acre Algal Turf <br />Scrubber@ (ATSTM). To assist in the funding of this project, the COUNTY pursued and <br />secured a grant from EPA's 319(h) program, per the Clean Water Act, as administered <br />by the Florida Department of Environmental Protection (FDEP). The terms of this grant <br />are delineated within an agreement between the COUNTY and FDEP - DEP Agreement <br />G0143. Included in the agreement's terms are requirements to monitor and analyze <br />performance data, submit quarterly progress reports; and prepare a draft and final <br />report. The CONSULTANT has completed and submitted to FDEP for review, a Quality <br />Assurance Project Plan that includes a Monitoring Plan for the grant that includes <br />protocols for sampling and handling samples, analytical work, and data documentation. <br />Any such work proposed herein to be completed by the CONSULTANT shall be in <br />conformance with applicable sections of the Monitoring Plan, <br />SCOPE OF WORK <br />The CONSULTANT shall assist the COUNTY in the completion of certain tasks <br />associated with this grant as set forth below. <br />Task 1: Contract for 12 continuous months of operation with a NELAP certified <br />laboratory, which has been accepted in writing by the COUNTY, to provide analysis for <br />composite and grab water samples as follows: <br />Influent to ATSTM: 17 composite samples (4 to be replicate samples) to be analyzed for <br />TKN-N, Nitrate/Nitrite-N, and Total Phosphorus <br />Influent to ATSTM : 17 grab samples (4 to be replicate samples) to be analyzed for field <br />filtered Ortho -Phosphorus, Ammonia -Nitrogen, Total Suspended Solids, Alkalinity, Total <br />Organic Carbon, Color, Biochemical Oxygen Demand, Cadmium, Chromium, Copper, <br />and Zinc. <br />Influent to ATSTM : 6 grab samples (Equipment Blanks every four months, Field <br />2 <br />cAdocuments and settings\wsawyer\local settings\temporary internet files\olk66\work order no 3 - hydromentia - 6-21-2010 (2).doc <br />
