Hydro` South Relief Canal Algal Turf Scrubber® <br /> 1 . INTRODUCTION <br /> Indian River County Stormwater Division is designing another regional stormwater/canal <br /> water nutrient removal facility known as PC South . It will be located contiguous to the <br /> Indian River Farms Water Control District' s South Relief Canal within Indian River County . <br /> The facility will also treat reverse osmosis concentrate from the County' s South County <br /> Reverse Osmosis Water Treatment Plant , and includes relocation of the concentrate <br /> effluent outfall to a point approximately 2 , 000 feet east of the existing outfall into the South <br /> Relief Canal Outfall . The work associated with the reverse osmosis concentrate requires an <br /> Industrial Wastewater Permit from FDEP . A 10 million gallon per day pumping facility in the <br /> South Relief Canal will be located approximately 1 . 5 miles west of PC South , The South <br /> Relief Canal is a major tributary within the network of canals managed by the Indian River <br /> Farms Water Control District ( IRFWCD ) . The proposed treatment system is to be designed <br /> around the application of an Algal Turf Scrubber® (ATSTM ) to remove nutrients from <br /> surface waters associated with the South Relief Canal ( South Canal ) and to remove <br /> nutrients and eliminate toxicity associated with the reverse osmosis concentrate . <br /> 2 . SCOPE OF WORK <br /> HydroMentia shall complete the following tasks in a timely manner , and will coordinate its <br /> efforts , and the efforts of selected subcontractors , with the Public Works Stormwater <br /> Division and Utilities Department and provide assistance in issues associated with permit <br /> procurement and engineering design for which HydroMentia is uniquely qualified . <br /> Task 1 : Additional Permit Procurement Service Work in Excess of Work Order #3 <br /> HydroMentia was authorized by the County to provide services related to Task 1 — <br /> Continued Permit Procurement Services—of Attachment 1 of Change Order 3 , dated <br /> January 23 , 2012 . Specifically , Task 1 includes professional services attendant with 1 ) <br /> responding to Requests for Additional Information ( RAI ) to the submitted Industrial <br /> Wastewater Permit Application and 2 ) assistance in securing Environmental Resource <br /> Permits ( ERP) and Consumptive Use Permits ( CUP ) . Note that the issue of RAI responses <br /> has been completed , while the ERP and CUP permits procurement remains to be <br /> completed . <br /> In completing the effort to obtain the Industrial Wastewater Permit , it was necessary for <br /> HydroMentia to conduct work outside of the scope of Task 1 . Specifically , this work <br /> included 1 ) revisions to original application submittal to adjust for changes related to <br /> relocation of the influent pumping facility and piping network , a change resulting from <br /> conditions associated with the Indian River Farms Water Control District ( IRFWCD ) and 2 ) <br /> responding to inquiries from FDEP and other involved agencies after the intent to issue the <br /> permit was delivered to the County . HydroMentia is providing these services in a timely <br /> manner in an effort to expedite project implementation . <br /> Indian River County ATSTm Engineering Services Proposal 1 <br /> April 27 , 2012 ( Rev June 20 , 2012 ) <br />
