Attachment # 1 Work Order Number 19 Demonstration of 4-log Virus Treatment of Ground Water Rule North and South RO Water Treatment Plants Project Understanding In response to the US EPA Federal Groundwater Rule, Florida ' s public water systems (PWS ) that use groundwater will have to comply with the new rule effective December 1 , 2009 . Although the USEPA approved groundwater rule has not been incorporated into the Florida Administrative Code and is not expected to be approved until late 2010 , any Florida PWS must still comply with the Rule . The intent of this rule is to increase protection against microbial pathogens in PWS ' s , which essentially requires additional microbial monitoring for all PWS ' s . If 4 -log (99 . 99 %) virus treatment can be demonstrated by each of the treatment facilities , source water and finished water "triggered" and "assessment" microbial monitoring will not be necessary , which will reduce the amount and frequency of bacteriological testing. Achieving 4 - log removal requires written approval by FDEP . Indian River County Utilities staff has requested Kimley-Horn and Associates , Inc . prepare and submit a demonstration of 4 -log removal/inactivation of viruses summary for both regional water treatment facilities , the North Hobart and South Oslo Road membrane water treatment facilities . The intent is to receive written approval by FDEP of four-log virus treatment for both facilities under the current Guidelines for Four- Log Virus Treatment Treatment of Ground Water, Drinking Water Section, Florida Department of Environmental Protection, October 2009. SCOPE OF SERVICES The Scope of Services for Work Order # 19 consists of the following : Task 1 — Prepare Water Plant Schematics Consultant will prepare a water plant schematic of the water plant components which are relative to demonstrating 4- log removal/inactivation, consisting of treatment components , chlorine injection points , monitoring locations , clearwell, ground storage tank, high service pumps , etc . Consultant will prepare schematics for both the Hobart (North) and Oslo ( South) water treatment plants . Owner will furnish electronic version of the Hobart water plant schematic for use in preparation of submittal to FDEP . Consultant will submit water plant schematics to FDEP as part of the information in demonstrating 4- log virus treatment . Task 2 — Review Historical Data of Water Plants Consultant will review historical water plant operating data which can be used to calculate the appropriate " CT " (chlorine residual � C and contact time �T) . The parameters needed to calculate CT consist of pH , temperature, chlorine residual , and volumes of tanks/clearwelUpiping.
