Attachment # 1 <br /> Work Order Number 19 <br /> Demonstration of 4-log Virus Treatment of Ground Water Rule <br /> North and South RO Water Treatment Plants <br /> Project Understanding <br /> In response to the US EPA Federal Groundwater Rule, Florida ' s public water systems (PWS ) that <br /> use groundwater will have to comply with the new rule effective December 1 , 2009 . Although <br /> the USEPA approved groundwater rule has not been incorporated into the Florida Administrative <br /> Code and is not expected to be approved until late 2010 , any Florida PWS must still comply with <br /> the Rule . The intent of this rule is to increase protection against microbial pathogens in PWS ' s , <br /> which essentially requires additional microbial monitoring for all PWS ' s . If 4 -log (99 . 99 %) virus <br /> treatment can be demonstrated by each of the treatment facilities , source water and finished water <br /> "triggered" and "assessment" microbial monitoring will not be necessary , which will reduce the <br /> amount and frequency of bacteriological testing. Achieving 4 - log removal requires written <br /> approval by FDEP . <br /> Indian River County Utilities staff has requested Kimley-Horn and Associates , Inc . prepare and <br /> submit a demonstration of 4 -log removal/inactivation of viruses summary for both regional water <br /> treatment facilities , the North Hobart and South Oslo Road membrane water treatment facilities . <br /> The intent is to receive written approval by FDEP of four-log virus treatment for both facilities <br /> under the current Guidelines for Four- Log Virus Treatment Treatment of Ground Water, <br /> Drinking Water Section, Florida Department of Environmental Protection, October 2009. <br /> SCOPE OF SERVICES <br /> The Scope of Services for Work Order # 19 consists of the following : <br /> Task 1 — Prepare Water Plant Schematics <br /> Consultant will prepare a water plant schematic of the water plant components which are relative <br /> to demonstrating 4- log removal/inactivation, consisting of treatment components , chlorine <br /> injection points , monitoring locations , clearwell, ground storage tank, high service pumps , etc . <br /> Consultant will prepare schematics for both the Hobart (North) and Oslo ( South) water treatment <br /> plants . <br /> Owner will furnish electronic version of the Hobart water plant schematic for use in preparation <br /> of submittal to FDEP . Consultant will submit water plant schematics to FDEP as part of the <br /> information in demonstrating 4- log virus treatment . <br /> Task 2 — Review Historical Data of Water Plants <br /> Consultant will review historical water plant operating data which can be used to calculate the <br /> appropriate " CT " (chlorine residual � C and contact time �T) .
