IRFWCD has indicated that there will be no fee for the driveway connection since it is a <br /> replacement culvert and driveway and they will waive the application fee for the permit <br /> application for the ancillary improvements to the Sub- lateral J- 1 Canal. All fees for the <br /> IRFWCD permits will be paid for directly by the Indian River County Utility Department. <br /> Task 3.2 ERP Permittine Services <br /> Consultant will prepare and submit Sections A. C, and E of the Joint Environmental <br /> Resource Permit Application (Form# 62-343 .900( 1 )) to the FDEP/USACE for the project. <br /> This effort will consist of preparing the requested exhibits, review of plans provided by <br /> Indian River County for the stormwater pump station and ATS site, preparation of <br /> drainage calculations, preparation of a wetland mitigation plan, and compiling of <br /> documentation requested in the application. <br /> The plans provided by Indian River County will be used to illustrate water quality features, <br /> such as water quality treatment areas, and will be submitted with the permit application. <br /> The Consultant will develop erosion control details that will be submitted to the FDEP . <br /> These erosion control details will be provided to Indian River County for incorporation <br /> into the ATS site construction documents. <br /> The Consultant will prepare additional exhibits consisting of wetland and surface water <br /> impact plans and typical section, a location map, a soils map and land cover map. A <br /> narrative will be prepared describing the proposed project and a brief narrative of the <br /> existing environmental conditions . <br /> The Consultant will prepare a mitigation plan including planting details for submittal with <br /> the ERP . It is possible that the wetland treatment areas on the ATS site can be used to <br /> mitigate the minor wetland impacts associated with the ATS site development. If the <br /> treatment wetlands are not a suitable mitigation option, the Consultant will coordinate with <br /> the County to identify an alternate mitigation option for the mitigation plan. <br /> The Consultant will prepare and submit drainage calculations with the permit application <br /> that will demonstrate the pre and post discharge from the ATS site and will quantify the <br /> water quality treatment being provided. From conversations with FDEP, the stormwater <br /> management system at the ATS site will need to provide treatment -for 150% of its <br /> impervious area since the South Relief Canal discharges to an Outstanding Florida Water. <br /> Calculations and documentation that demonstrate that the canals downstream from the <br /> project site (Sub- lateral J and Lateral J) have sufficient capacity to handle the additional <br /> discharge from the ATS site will also be submitted with the permit application package . <br /> KAWPB_Civil\044572021 - ATS stormwater Pipe\Scope\ATS Additional Permitting\ATS Pipeline Project - W04, <br /> Amend ] ,Final, revl Aoc Page 3 of 7 <br /> __1 <br />
