Mr. Himanshu Mehta <br />15 December 2009 <br />Page b <br />Phase 4 — Response to Regulatory Comments <br />Following submittal of the Renewal Permit Application, Geosyntec will meet with FDEP Solid <br />Waste Section to present and discuss the application package. Geosyntec will provide FDEP <br />with written responses to RAis throughout the course of the renewal permit review process. For <br />the purpose of the budget estimate, Geosyntec has estimated two responses to FDEP RAls will <br />be required. <br />Following submittal of the ERP Modification Permit Application, Geosyntec will meet with <br />FDEP ERP Section to present and discuss the ERP modification application. Geosyntec will <br />provide FDEP with written responses to RAIs throughout the course of the permit review <br />process. For the purpose of the budget estimate, Geosyntec has estimated two responses will be <br />required. <br />Phase S — Prepare an Updated Biennial Report <br />Geosyntec will prepare a biennial report in support of the renewal application for the Class 1 <br />landfill. The report will summarize and interpret water quality data and water level <br />measurements collected over the last four (4) years of operation ending with the January 2010 <br />semi-annual sampling event. The biennial report will comply with the requirements of the site's <br />monitoring plan implementation schedule (MPIS), and will address the following: <br />• tabular and graphical display of the data that show a monitoring parameter has been <br />detected, including hydrographs for all monitoring wells; <br />• trend analysis for detected parameters; <br />• comparison among shallow, intermediate and deep zones; <br />• comparison between up -gradient and down gradient monitoring wells; <br />• correlation between related parameters; <br />• discussion of erratic and/or poorly correlated data; <br />• an interpretation of groundwater contour maps; and <br />• an evaluation of the adequacy of the monitoring plan. <br />Geosyntec will submit the report to the FDEP no later than 30 days after the submittal of the <br />results of the January 2010 sampling event. <br />IL90232_IRC LF Purnitting.doc <br />engineers I scientists I innovators <br />
