Mr. Himanshu Mehta <br />15 December 2009 <br />Page 5 <br />• compile a list of enforcement actions; <br />• provide a signed and sealed boundary survey, legal description and topographic survey of <br />the property in accordance with Rule 62-701.730(2)(b), FAC; <br />• calculate the remaining landfill life; <br />• prepare a financial assurance cost estimate for closure and long-term care of the landfill <br />in accordance with Rule 62-701.730(11)(b), FAC and complete FDEP Form 62- <br />701.900(28); and <br />• complete the required FDEP Form 62-701.900(1), and prepare a transmittal letter to <br />FDEP that summarizes the permit renewal package. <br />We propose to combine this renewal permit application with the Substantial Modification Permit <br />Application for the Segment 2 Landfill Lateral Expansion in an effort to save SW -DD an <br />application fee of $20,000. Geosyntec will provide four complete copies of the application to <br />FDEP Central District and two copies to SWDD. <br />Phase 3 — ERP Modification Permit Application <br />Under this phase, Geosyntec will prepare an ERP modification pen -nit application for submittal <br />to FDEP. Geosyntec will model the drainage of storm water runoff at the landfill site for 25- <br />year/24-hour design storm event, using the latest version of the Interconnected Channel and <br />Pond Routing (ICPR) Model, developed by Streamline Technologies of Winter Park, Florida. <br />This model was used in previous studies to perform hydrologic and hydraulic analyses of storm <br />water management system for the IRC landfill site. Geosyntec will base the modeling on <br />existing basins system developed by others and trapezoidal perimeter ditch configuration. This <br />basins system will be modified to reflect the changes in the site configuration and the anticipated <br />changes in the total impervious area of each of the basin. The modeling output will be used to <br />size the conveying conveyance channels to ensure that the landfill site complies with the permit <br />requirements. Geosyntec will prepare designs for the perimeters ditch to convey stormwater <br />runoff from a 25 -year 24-hour storm, a retaining wall to provide additional ditch capacity around <br />the leachate lift station and a section of paved road to provide access to the groundwater and <br />landfill gas migration monitoring wells. <br />Geosyntec will prepare the Modification Permit Application for the landfill site's ERP. The <br />application will include the engineering reports and drawings in support of the permit application <br />in accordance with Chapter 62-330 FAC.
