2 . REJECTION OF BIDS <br /> The Procurement Official reserves the right to reject any or all bids , in whole or in part , and to <br /> waive any informality in any proposal . Additionally , proposals may be considered irregular and <br /> may be rejected if the proposal : 1 ) does not strictly conform to the requirements of the bid ; 2 ) <br /> shows omissions ; 3 ) bid form is altered ; 4 ) additions are added which were not called for; 5 ) is <br /> conditional ; 6 ) the unit prices are , in the opinion of the County , unbalanced either in excess or <br /> below the reasonable cost analysis values ; 7 ) abandonment of the project ; and 8 ) bids are over <br /> the approved budget for the project . <br /> 3 . BIDDER' S UNDERSTANDING <br /> Bidders shall make all investigation necessary to thoroughly inform themselves regarding the <br /> bid , including visiting the work site to ascertain by inspection pertinent local conditions such as <br /> location , idharacter and accessibility of the site , availability of facilities , location and character of <br /> existing work within or adjacent thereto , labor conditions , etc . The County shall make available <br /> to all prospective Bidders , prior to the receipt of bids , any available information that may be <br /> requested by Bidders . Any such data will be distributed to all prospective bidders as the best <br /> factual information available , without presumption of responsibility for its accuracy or for any <br /> conclusions that the bidder may draw there from . The Bidder shall accept the site or sites in <br /> their present condition . <br /> 4 . INSPECTION OF FACILITIES <br /> It is the bidder' s responsibility to become fully informed as to the nature and extent of the work <br /> required and its relation to any other work in the area , including possible interference from other <br /> site activities . Arrangements for bidder' s inspection of facilities and /or activity schedules may be <br /> secured from the Project Engineer, Michael D . Nixon , P . E . at (772) 226 - 1986 . Failure to visually <br /> inspect the facilities shall be cause for rejection of your bid . <br /> 5 . LEGAL REQUIREMENTS <br /> Federal , State , County and local laws , ordinances , rules and regulations that in any manner <br /> affect the items covered herein apply .
