Scope of Work for Solid Waste Management Master Plan Update 1 11 / 1/ 2013 1 Page 4 of 5 <br /> • Identify and discuss with County staff the advantages and disadvantages of various changes in <br /> collection service that might encourage additional recycling, lower costs, and/or enhance <br /> efficiencies . Such changes might include universal solid waste collection in all or part of the <br /> unincorporated County, automated collection, weekly instead of twice per week solid waste <br /> collection, single stream recycling, etc . <br /> • Participate in one meeting with County staff, management, and/or elected officials, as deemed <br /> appropriate, to gauge interest in and support for potential service changes . <br /> • Work interactively with County staff to develop recommended changes in the existing collection <br /> system and a strategy to bring about these changes . <br /> Task 4 : Recycling Opportunities (Task 6 of Work Order No . 1) <br /> The purpose of this task is to identify and evaluate opportunities to expand and improve the County' s <br /> recycling program . <br /> • Evaluate the County' s existing recycling programs, including curbside recycling, convenience <br /> centers, yard waste processing, and C& D debris recycling. <br /> • Identify policy and program opportunities to maximize recycling and enhance the current solid <br /> waste management system . Such opportunities might include single stream recycling, recycling <br /> carts with RFID, comprehensive commercial recycling program , organics recycling, etc. <br /> • Participate in one meeting with County staff, management, and/or elected officials to review <br /> these opportunities and identify those having the greatest materials recovery potential and <br /> most appropriate for the County. <br /> • Evaluate those options determined to be most viable and having the greatest materials recovery <br /> potential . Such analysis will include reviewing recognized regional and national programs, <br /> evaluating the potential applicability to the County, estimating the potential materials recovery <br /> impact, and identifying implementation issues . <br /> Task So Findings and Recommendations (Tasks 8 and 9 of Work Order No . 1 ) <br /> • Based on the results of Tasks 14, prepare a recommended plan, for incorporation into the <br /> Master Plan, for future collection services and recycling programs and policies (traditional <br /> recyclables, organics, C& D, etc. ) aimed at maximizing recycling and enhancing the current solid <br /> waste management system . <br /> • Participate in up to two meetings to assist the Consultant in presenting the Master Plan <br /> recommendations to County staff, management, and/or elected officials . <br /> DELIVERABLES <br /> All deliverables will be transmitted electronically unless otherwise indicated . <br /> • WCS material category list, generator sector list, sampling and sorting protocol, and site safety <br /> plan . <br /> • Draft WCS report . <br /> • Final WCS report . <br /> • Updated comparative analysis of collection service and fees . <br /> • Summary of collection , processing, and recycling recommendations to maximize recycling and <br /> enhance the current solid waste management system . <br /> • PowerPoint presentation of findings and recommendations . <br /> kessler consulting inc. <br /> innovative waste solutions <br /> IRC � PM \SW Plannuig tUll \ Indian Ryder Co y(.ope n°v KCI I IU1 L ; <br />
