(MM) along with its sub-consultant , <br /> Ecotech <br /> is <br /> pleased to provide you Amendment # 1 to Work Order # 12 ; which p ovidesnfor Ip ofessio)nal <br /> engineering services for preparation of a Preliminary Engineering Report relating to development of <br /> reuse water alternative sources for Indian River County , Florida . <br /> There are several reasons why the preparation of this Preliminary Engineering Report is timely . <br /> First , the County has received several expressions of interest from potential new reuse water <br /> customers including the Johns Island and Windsor barrier island communities . In addition , several <br /> existing customers including Grand Harbor and Johns Island West have expressed interest in <br /> receiving more reuse water. Secondly , the County has recently completed a study to develop <br /> updated reuse water rates . The new rate schedule will be adopted in the near future . Lastly , the <br /> County will be required by the Florida Department of Environmental Protection ( FDEP) to meet <br /> Total Maximum Daily Load (TMDL) limits for several of its potable water and wastewater treatment <br /> facilities . It is clear that the best method for meeting TMDL limits is to reduce waste <br /> stream <br /> discharges by expanding the County ' s reuse water system . This is a win -win solution since this will <br /> eliminate nutrients in the wastewater discharge and add nutrients to the reuse water reducing the <br /> need for fertilizers by the users . <br /> As a result of expansion of the County ' s reuse water system , it is expected that demand may <br /> exceed supply . The Preliminary Engineering Report will describe improvements to expand the <br /> County' s supply of reuse water through the use of alternate water sources including Indian River <br /> Farms Water Control District ( IRFWCD) canal water and demineralized concentrate , as known as <br /> brine . The use of alternate water sources such as treated canal water and/or diluted demineralized <br /> concentrate will allow the County to provide an increased and stable supply of reuse water to <br /> existing and future customers . By mixing demineralized concentrate with the reuse water, <br /> demineralized concentrate can be converted from a disposal problem into a revenue source . <br /> Reuse water alternate sources will also allow the County to meet TMDL target levels for the West <br /> Wastewater Treatment Plant and the South County Reverse Osmosis demineralized concentrate . <br /> The Preliminary Engineering Report will also consider improvements that may be implemented at <br /> the West Regional Wastewater Treatment Plant site and the Spoonbill Marsh Brine Treatment <br /> Facility to further enhance the supply of water for the County 's reuse water system . <br /> The improvements to be described in the Preliminary Engineering Report will provide the following <br /> benefits : <br /> A . Provide a Stable and Increased Supply of Reuse Water <br /> B . Allow the County Utilities Department to meet Point Discharge TMDL Targets ; <br /> C . Provide Reuse Water System Revenues ; <br /> D . Reduce Reliance on Deep Wells for Supplemental Irrigation ; <br /> E . Create Pollutant Load Reduction credits <br />
