Amendment # 1 to% Exhibit # 1 <br /> 1 / 19/2010 <br /> Page 2 <br /> A brief description of the Scope of Services and Deliverables for Amendment # 1 to Work Order # 12 <br /> is provided below: <br /> • Scope of Services <br /> MM and ECI will collect , compile , and analyze existing water quality data from both the Count <br /> wastewater & water treatment plants and the communities along the barrier island . This data <br /> will be used to estimate the chloride concentrations in the discharge waters from the County <br /> facilities and in the ground waters along the barrier island . This data will be used to determine <br /> acceptable mixing ratios for demineralized concentrate with existing reuse and other alternate <br /> water sources . <br /> MM will collect and compile irrigation data from potential major reuse water users to determine <br /> average and maximum reuse usage rates and seasonal irrigation trends . This information will <br /> be compared to existing and expected near future available reuse water. <br /> MM and ECI will review available information to make a conceptual determination as to the <br /> minimum flows available through the Indian River Farms Water Control District ' s ( IRFWCD 's) <br /> North Relief Canal and Lateral D Canal that may be treated and converted into reuse water. A <br /> seasonal temporal analysis of the chloride concentration will be made for each canal . An <br /> analysis will also be conducted of the potential to treat and store stormwater from the Lateral D <br /> Canal in the West Plant wetland system . This analysis will focus on boundary conditions to <br /> prevent damage to the wetland vegetation and treatment capacity, and to prevent disruption of <br /> the operation of Lateral D Canal . <br /> MM and ECI will prepare a Alternative Reuse Water Concept Plan that considers the use of <br /> IRFWCD canal water to supplement the County' s reuse water system . We shall develop <br /> conceptual designs to maximize the discharge and mixture of demineralized concentrate to the <br /> reuse system and to minimize or eliminate the discharge of effluent to the West Plant wetland <br /> system . In addition , the plan will describe the manner in which the Spoonbill Marsh <br /> demineralized concentrate treatment facility may also serve as a treatment system to treat water <br /> from the North Relief Canal prior to discharge into the Indian River Lagoon . <br /> MM and ECI will develop a preliminary estimate of the TMDL credits that could be generated by <br /> treating stormwater from Lateral D Canal through the existing West Wastewater Treatment <br /> Plant site man-made wetland system . In addition , an estimate will be made of the TMDL <br /> standards and credits associated with the Spoonbill Marsh and how these credits may affect <br /> continued discharges by County facilities into surface waters . <br /> Prior to completion of the Preliminary Engineering Report , MM and ECI will meet with the <br /> Florida Department of Environmental Protection ( FDEP - Orlando office) as well as the St . <br /> Johns River Water Management District Consumptive Use staff ( Palm Bay office) to discuss the <br /> alternate water supply concepts . The intent of these meetings will be to solicit comments <br /> regarding the plan , to discuss permitting issues , and to discuss potential TMDL credits . In <br /> addition , MM will discuss potential funding opportunities with FDEP (Tallahassee office) and the <br /> St Johns River Water Management District (SJRWMD) for implementation of the conceptual <br /> alternate water supply plan . <br /> To support preparation of the Preliminary Engineering Report MM and ECI will develop budget <br /> capital construction cost estimates for the proposed improvements . The Preliminary <br /> Engineering Report shall also describe potential sources of funding for the improvements . <br />
