4 . The CONSULTANT shall prepare a schedule of development, including timeframes for <br /> design , permitting, bidding , construction , and contract close- out . <br /> 5 . The CONSULTANT shall prepare submittals for and attend applicable pre - application <br /> conference(s) with IRC , SJR, IRFWCD , IRCDUS , FPL , EMS , and Bldg Div. <br /> 6 . The CONSULTANT shall prepare detailed site development evaluations , including : <br /> ( i ) Survey — boundary, tree , topographic . <br /> (ii) Geotechnical Engineering — evaluation for Drainage , pavement and foundation <br /> design . <br /> (iii ) Traffic — pre- application conference with I.RC Traffic engineer . <br /> 7 . The CONSULTANT shall engage a Designated Professional (LEED AP) and a designated <br /> Commissioning Agent (Professional engineer; mechanical or electrical ) to assist and <br /> coordinate the preliminary design team efforts towards FGBC certification, which shall <br /> include : <br /> (i) Develop owner ' s performance requirements , goals and objectives for energy, water <br /> and IAQ (Indoor Air Quality) . <br /> (ii ) Prepare an outline of the requirements and identify which FGBC Green <br /> Commercial Building Designated Standard credit points are consistent with the goals <br /> and objectives . <br /> (iii) Target the credit points which are consistent with the goals and objectives , and <br /> identify which additional points should be pursued (Targeted) in order to achieve <br /> certification . <br /> ( iv) Develop a preliminary Commissioning Plan . <br /> 8 . The CONSULTANT will prepare a Preliminary Cost Estimate , based on the schematic <br /> plans and programming requirements . <br /> (b) PHASE 2 - PRELIMINARY DESIGN DOCUMENTS PHASE : <br /> 1 . CONSULTANT shall prepare Preliminary Design Documents consisting of design <br /> development drawings , outline specifications and other documents sufficient to establish <br /> the size , quality and character of the site development, including the civil engineering, <br /> architectural , structural , mechanical and electrical systems , and other such elements of the <br /> project as may be appropriate . Drawings shall be a refinement of the schematic drawings , <br /> and shall further define the project scope , relationships , forms , size and appearance . <br /> Drawings and specifications shall include : <br /> ( i) Bldg : Plans , sections , elevations , typ , construction details , equipment lay- out . <br /> (ii ) Site : Preliminary Site Plan —bldg location (s ) , paving and drainage , stormwater <br /> system(s ) , utility locations , typical construction details . <br /> (iii) Specifications : identify major materials and systems and quality levels for both <br /> building and site . <br /> 2 . The CONSULTANT shall prepare a Concurrency Application and supporting <br /> documentation and evaluation of Public infrastructure impacted by the development, <br /> including : <br /> 8 <br />
