The Contractor will provide an
Implementation Plan that maximizes the treatment efficiency of the floating plant mat, and
provide sufficient quantity at strategic locations , in order to achieve a demonstrable net
environmental benefit as defined in Permit FL166511 -002 -IW5A . At a minimum the
floating mats will be located at the main points of ingress and egress to each of the major
runnels .
B . This project will be the installation of 20 , 000 square feet of effective surface area of floating
plant mats . FMS is to be deployed at up to 40 specified locations with the initial planting
sufficient to provide 80 % aerial coverage within 6 months . The plants to be installed within
the mats shall be halophyte, native to Indian River County, Florida . See the Plans and Details
for acceptable species . The planting density shall be consistent with the buoyant marine
foam being used . The installation includes delivery to the project site of all fabricated mats ,
plant material and associated hardware. The defined estimated quantity is a maximum and is
subject to be increased or decreased based on the unit price bid .
C . A FMS shall consist of buoyant marine foam of a heavy duty commercial grade material that
will provide sufficient floatation to support planted aquatic vegetation and wildlife without
capsizing or sinking . The buoyant marine foam shall have a high surface area to volume ratio
in order to enhance periphyton and biofilm growth that will facilitate nutrient removal and
improve water quality in a constructed wetland . The FMS must demonstrate the proven
ability to withstand marine conditions including anticipated wave action generated by high
winds over the longest fetch in the system . Contractor shall provide nitrogen and
phosphorus efficiency removal data for the system to be provided .
D . Special Requirement : CONTRACTOR shall provide full cost accounting estimates of the
Operation and Maintenance cost for a five year cycle . Contractor will provide follow up site
visits by trained personnel to assess growth rates and condition of mats for a minimum of
one visit per month , for twelve. months (one year) following the installation and planting of
the floating plant mats . A Progress Report ( electronic format) shall be submitted monthly
documenting rates of plant growth , rates of survival and overall condition of the plant mats .
01010 - 1
