ATTACHMENT C <br /> (Last revised : 942 -08) <br /> NATIONAL ESTUARY PROGRAM GRANT REQUIREMENTS <br /> Catalog of Federal Domestic Assistance (CFDA) No. 66 .456 <br /> This Agreement is funded , in whole or in part, with funds received by the St . Johns River Water <br /> Management District ( " District") from the United States Environmental Protection Agency ("USEPA" ) <br /> under the National Estuary Program for the Indian River Lagoon ( CFDA No . 66 .456) , under the authority <br /> of section 320 of the Clean Water Act, 33 U . S . C . § 1251 , et seq . , and 40 CFR Part 31 and 40 CFR Part <br /> 35 , Subpart P . As a sub -grantee under the aforesaid federal grant , Recipient , in the performance of its <br /> activities pursuant to this Agreement , must comply with the provisions of 40 C .F . R Part 31 and the <br /> specific requirements of the contract award between USEPA and the District , as described below . <br /> Recipient may access information regarding the Catalog of Federal Domestic Assistance ( CFDA) via the <br /> internet at http : // 12 . 46 . 245 . 173 /cfda/cfda . html . <br /> L INVOICING <br /> In addition to the invoicing requirements contained in the body of this Agreement, the District <br /> may periodically request proof of a transaction ( invoice , payroll register, etc . ) to evaluate the <br /> appropriateness of costs pursuant to state and federal guidelines ( including cost allocation <br /> guidelines ) , as appropriate . When requested, this information must be provided within 30 <br /> calendar days of request . Recipient may also be required to submit a cost allocation plan to the <br /> District in support of its multipliers ( overhead , indirect, general administrative costs , and fringe <br /> benefits ) . Allowable costs for Federal Programs can be found under 48 CFR Part 31 at <br /> http : //www . access . gpo . Dov/nara/cfr/cfr-table-search . html and OMB Circulars A - 87 , A - 122 , A - <br /> 21 , A - 102 and A - 110 at http : //www . whitehouse . gov/ol-nb/circulars/index . htmi #numerical . In the <br /> event this Agreement involves a cost- share or match by Recipient, Recipient shall meet the <br /> federal cost-share requirements established in 48 CFR, Part 31 and OMB Circulars A - 87 , A - 122 <br /> and A -21 . For purposes of this Agreement, the following cost principles are incorporated by <br /> reference . <br /> Organization Type Applicable Cost Principles <br /> State , local or Indian tribal government . OMB Circular A- 87 <br /> Private non -profit organization other than ( 1 ) OMB Circular A- 122 <br /> an institution of higher education , ( 2 ) <br /> hospital , or ( 3 ) organization named in OMB <br /> Circular A - 122 as not subject to that <br /> circular . <br /> Education Institutions OMB Circular A-21 <br /> For-profit organization other than a hospital 48 CFR Part 31 , Contract Cost Principles <br /> and an organization named in OMB A - 122 and Procedures , or uniform cost <br /> as not subject to that circular. accounting standards that comply with <br /> cost principles acceptable to the federal <br /> agency , <br /> I <br />
