SECTION - 1- Technical Specifications <br />STANDARD SPECIFICATIONS <br />A. All work of this Contract shall conform to the applicable technical specifications of <br />Florida Department of Transportation Standard Specifications for Road and Bridge <br />Construction, 2010, and Supplemental Specification, Special Provisions and <br />addenda thereto, except as modified and supplemented hereinafter. Reference to <br />Article numbers herein -after apply to the FDOT Standard Specifications, and <br />reference in FDOT Standard Specifications to Department shall be taken as the <br />Owner or its appointed Representative. Wherever the Specifications, <br />Supplementals, etc. may refer to the "Owner", "Department", "State of Florida <br />Department of Transportation", or words relating to offices of State Government, <br />such words shall be taken as meaning Owner or Indian River County, Florida. <br />Wherever the word "Owner's Engineer", "District Engineer", "Engineer", "Project <br />Engineer", etc., appears, it shall be taken to mean the Registered Professional <br />Project Engineer of the Indian River County Public Works Department, Engineering <br />Division acting directly or through duly authorized representatives. Wherever the <br />word "Resident Engineer" appears, it shall be taken to mean an authorized <br />representative of the Owner's Engineer on the Project (Resident Construction <br />Inspector) who will act as an agent for Indian River County, assigned to observe <br />the progress quantity and quality of the work. <br />The work to be performed per line items 700 through 711 shall conform to the <br />applicable standards of Indian River County Typical Drawings for Pavement <br />Markings, Signing & Geometrics Dated September 5, 2000. <br />SECTION - 4 -SCOPE OF WORK <br />Section 4-3.9 Value Engineering Incentive is deleted in its entirety. <br />SECTION — 6 —CONTROL OF MATERIALS <br />6-5.2 Source of Supply -Steel (Federal -Aid Contracts Only): For Federal -aid <br />Contracts, only use steel and iron produced in the United States, in accordance with the <br />Buy America provisions of 23 CFR 635.410, as amended. Ensure that all manufacturing <br />processes for this material occur in the United States. As used in this specification, a <br />manufacturing process is any process that modifies the chemical content, physical <br />shape or size, or final finish of a product, beginning with the initial melding and mixing <br />and continuing through the bending and coating stages. A manufactured steel or iron <br />product is complete only when all grinding, drilling, welding, finishing and coating have <br />been completed. If a domestic product is taken outside the United States for any <br />process, it becomes foreign source material.
