(Geosyntec) prepared this letter to provide Indian River County (IRC) <br />Solid Waste Disposal District (SWDD) with our review and recommendation regarding payment <br />of the final invoice (Payment Application No. 7), including release of the retainage, submitted by <br />Waste Management, Inc. of Florida (WMIF) for the construction of the vertical expansion and <br />partial closure project at the IRC Landfill (IRCL) facility. The letter also addresses Geosyntec's <br />evaluation of the overall construction project, including the borrow pond development, in relation <br />to the approved construction budget. The letter was prepared in response to a request by Mr. <br />Himanshu Mchta, P.E., Managing Director of SWDD. The remainder of this letter presents: (i) <br />project background; (ii) summary of construction activities; (iii) review of final invoice; and (iv) <br />Gcosyntec's recommendations. <br />PROJECT BACKGROUND <br />On 14 April 2009, the SWDD Board approved the Second Amendment to the Contract Agreement <br />between IRC SWDD and WMIF, the IRC Class I Landfill operator, to function as the Construction <br />Manager for the following construction activities at the IRCL facility: <br />• vertical expansion of the Class I Landfill by constructing a liner and leachate collection <br />system (LCS) over the top deck of the previously closed Segment 1 of the Class I Landfill, <br />which would provide the County with approximately four additional years of disposal <br />capacity; <br />FL1537-0111.9023O.docx <br />
