The purpose of this letter is to document that, based on the CQA and engineering support services <br /> performed by Gcosyntee , construction of the vertical expansion and partial closure project is substantially complete . <br /> All punch list items identified by Geosyntec CQA personnel have been completed, as indicated in the 23 October <br /> 2009 e-mail from Rick Hastie of Geosyntec . We have also reviewed and approved (for payment by SWDD) <br /> invoices through September 30, 2009 submitted by Waste Management, Inc . of Florida (WMIF), the Construction <br /> Manager for the construction project. It is our understanding that one or more invoices will be submitted by WMIF . <br /> Geosyntec has also completed and submitted the CQA Construction Certification report for the vertical expansion <br /> component to Florida Department of Environmental Protection (FDEP) Central District for review and approval . <br /> The report was submitted to FDEP on 15 October 2009 . However, FDEP would have to conduct a final inspection <br /> before issuing approval of constnuction completion to allow waste placement in the vertical expansion cell . <br /> Geosyntec is also in the process of completing the CQA Construction Certification report for the partial closure , gas <br /> collection and control system (GCCS), and storm-water management system components of the project.
