S031-0128769-012 and S031-0128769-018 <br />Approval of Certification of Construction Completion — Vertical Expansion of Segment 1 (4,61 <br />Acres <br />Dear Mr. Mehta: <br />This letter acknowledges the receipt of the Certification of Construction Completion of a Solid Waste <br />Management Facility, Vertical Expansion Class I Landfill Facility ,lndian River County, Florida, report <br />dated October 14, 2009 and received by the Department on October 15, 2009, and Response to <br />Comments report dated November 12, 2009 and received by the Department on November 13, 2009. <br />The document was prepared by Kwasi-Badu Tweneboah, Ph.D., P.E. of Geosyntec Consultants. It <br />described the preparation of 4.61 acres of Segment 1 Vertical Expansion area for accepting Class I <br />waste. The as -built drawings were labeled "Segment 1 Subbase Layer Grading Plan Asbuilt", "Segment <br />1 Liner Protective Layer Grading Plan Asbuilt", and "Segment 1 Liner Asbuilt". These drawings were <br />signed and sealed by Gregory S. Fleming, P.S.M. on October 06, 2009. <br />Please note that the Report in Section 2, Page 2-1, last paragraph identified activities (expansion of gas <br />collection control system, partial closure of North and South side slopes of Segment 2 and Infill Areas, <br />and construction of Storm water management system on the closed side slopes of Segment I, Segment <br />II, and Infill Area of Class I landfill) that are ongoing and not complete for certification. The last sentence <br />on the same page reads "Upon completion of the above projects, a separate CQA certification report will <br />be prepared for submittal to FDEP'. An asbuilt drawing related to construction of expansion of gas <br />collection control system titled "Expansion of Gas Collection and Control System" signed and sealed by <br />Gregory S. Fleming, P.S.M. on October 12, 2009 was also included in this report. This drawing is not <br />approved at this time and will be reviewed once the certification of construction for the remainder of the <br />work is received by the Department as described in this paragraph. <br />Based upon the inspection of the completed construction of the vertical expansion area by the <br />Department Representatives on 11/04/2009, construction of the vertical expansion of the 4.61 acre <br />portion of Segment 1, as certified by the Professional Engineer of Record, has been completed and is <br />substantially consistent with plans and specifications approved in DEP Permit No. S031-0128769-012. <br />The total approved area for vertical expansion of Segment I is 4.61 acres. Update the financial <br />assurance mechanism during the next fiscal year (FY 2010) to include the vertical expansion area.
