8. Review and establish with the Owner the presently built-up areas where <br />water and sewerage facilities are. needed at present. <br />9. Prepare a preliminary design and layout of water and sewerage facilities to <br />serve the areas designated under 8. above. <br />10. Prepare an estimate of the project and operating costs for the water and <br />sewerage systems to serve the areas designated under 8. above. <br />11. In cooperation with the Owner's fiscal agent, design water and sewerage rate <br />schedules, estimate system income, and prepare a recommended method for funding <br />the Project. <br />The Engineer will then assist the Owner in applying for any Federal and State loan <br />and grant funds for which the Owner may be eligible. <br />The results of the Master Plan and the Preliminary Engineering Study will be <br />reduced to a written report, thirty (30) copies of which will be furnished to the <br />Owner. <br />SECTION IT — ADDITIONAL SERVICES OF THE ENGINEER <br />A. GENERAL <br />1. If authorized in writing by the Owner, the Engineer shall furnish ,certain <br />services in addition to the basic services described in Section I, above. <br />2. The additional services offered by the Engineer include: <br />(a) Review of plans for proposed water and sewerage <br />facilities. <br />3. Additional services authorized by the Owner under Section IT shall be paid <br />for by the Owner as indicated in Section V, Paragraph B. <br />REVIEW OF PLANS FOR PROPOSED WATER AND SEWERAGE FACILITIES <br />1. If authorized in writing by the Owner, the Engineer shall review, analyze and <br />report to the Owner on plans and specifications for privately owned water and <br />sewerage facilities proposed to be constructed in Indian River County. Such review <br />and analysis shall determine whether the proposed factilities will conform to the <br />Owner's-M, aster Pian and the Owner's standard of design and construction. <br />-17 <br />
