Flood Protection Management: <br />Duties of the Community Development Director: <br />The Community' Development Director shall have <br />authority to administer this ordinance, and shall perform <br />the following specific. duties: <br />(1) Determine any additional information that <br />must be submitted for flood management review. <br />(2) Review applications for compliance with the <br />standards of this ordinance after input from the Public <br />Works Director and the County Attorney as to those matters <br />within their professional disciplines, and either approve, <br />approve with conditions, or deny the application based on <br />that review. If application approval is denied, the Commu- <br />nity Development Director shall state the reasons, however, <br />it is not the responsibility of the Community Development <br />Director to design an acceptable development. <br />(3) Maintain a record of the actual, "as -built" <br />elevation or flood -proofing of all buildings constructed <br />.after flood management review. <br />(4) Coordinate the review with other permitting <br />agencies, if necessary. <br />(5) Notify adjacent communities, the St. John's <br />River Management District and the State of Florida Depart- <br />ment of.Community Affairs -prior to alteration or relocation <br />of a watercourse and provide a copy of such notification to <br />the Federal Insurance Administrator. <br />(6) Maintain a record of all variances, including <br />justification for their issuance, and submit a copy annually <br />to the Federal Insurance Administrator. <br />(7) Interpret the boundaries of Critical Flood <br />Zones, Flood Hazards Zone. and Flood Protection Elevations <br />and interpret the boundaries drawn on the Official Flood <br />Hazard Boundary Map to reconcile elevation data and field <br />conditions. <br />(8) Issue notice of violation and otherwise <br />enforce this ordinance. <br />SECTION 12, APPEAL PROCEDURE <br />A. Duties of the Board of Adjustments - The Board of <br />Adjustments shall have the following duties in administering <br />this ordinance: <br />(1) Upon appeal by the developer, review de- <br />cisions of the Community Development Director regarding <br />interpretations of this ordinance, providing the appeal is <br />filed in writing within thirty (30) days of the action is <br />appealed. <br />
