ORDINANCE NO. 87-19 <br />Development of drainage plans must consider these aspects of <br />the Indian River as it will serve as the ultimate discharge <br />point. The Florida Department of .Environmental Regulation has <br />recommended the utilization of mosquito control basins for <br />stormwater.management purposes. <br />WATER MANAGEMENT DISTRICTS AND REGULATORY AGENCIES <br />Indian River Farms Water Control District (IRFWCD) <br />Indian River Farms Water Control District was established in <br />June, 1919 to serve the irrigation and drainage needs of the <br />citrus and truck farming industry. The original canal system was <br />designed to convey 1 inch of runoff from the district to the <br />Indian River in a 24-hour period. The IRFWCD is a F.S. Chapter <br />298 special drainage district.which has authority over most of <br />the canal systems in the urban service area. It has power to <br />collect taxes for operation and maintenance and to require <br />permits from both the public and private sectors. <br />The district requires permits for all construction <br />activities that occur in its right-of-way. All permits are <br />granted on a temporary basis and subject to removal by the <br />applicant within a period not to exceed 120 days if the district <br />so directs. <br />St. Johns River Water Management District (SJRWMD) <br />The SJRWMD was established under Chapter 373, F.S., for the <br />purpose of regulation of both surface and groundwater in the St. <br />Johns River Basin.
