S <br />i <br />ORDINANCE NO. 87-19 <br />Management and Storage of Surface Waters - Activities that <br />will impound a water surface area exceeding forty acres, or alter <br />the rate of flow of a watercourse that drains a watershed <br />exceeding five square miles are subject to state regulatory <br />authority. <br />Sebastian River Water Management District <br />In 1927, the Sebastian River Drainage <br />District was created under the general drainage laws of the State <br />of Florida. This District primarily serves agricultural lands and <br />has minimal permitting procedures. <br />Fellsmere Water Management District <br />This district serves the north-western portion of the County <br />near the City of Fellsmere. The land use is predominantly <br />agricultural and does not impact the current developing areas of <br />the County. <br />Florida Department of Transportation <br />A permit is required from the Florida Department of <br />Transportation for construction activity which falls within their <br />right-of-way. This includes installation of drainage structures, <br />roadway connections, utilities installations, disposal of runoff, <br />and all other earthwork activities. <br />National Flood Insurance Program <br />The United States Department of Housing and Urban <br />Development, Federal Emergency Management Agency (FEMA) has <br />instituted the National Flood Insurance Program. Flood Insurance <br />Rate Maps for the County were prepared primarily from U.S. <br />Geological Survey Topographic maps. The maps were revised in 1981 <br />to reflect wave height elevations. The County has adopted the <br />standards for development within the flood hazard zones as <br />delineated on the FIRM (Flood Insurance Rate Maps). A more <br />detailed study is in progress to determine the 10, 50, and 100 <br />year floodplains of the Sebastian River and Collier Creek. <br />CODING: Words in srr1Aox74rArA type are deletions from existing law. <br />Words underlined are additions. <br />
