ORDINANCE NO. 87-19 <br />Objective #1 - The County will support development of a <br />comprehensive areawide surface water management program. <br />Policy #la - The system should be composed of both natural <br />and manmade elements which support each other. The runoff from <br />the first inch of OWiAOAUt 440ft rainfall shall be absorbed or <br />retained on-site as a minimum. <br />Policy #lb - Preserve natural wetlands to the furthest extent <br />possible and prevent them from being drained when in conflict with <br />the public interest. <br />Policy #lc - Recognize that storm water is a component of the <br />total available water resources of an area. <br />Objective #2 - The County will encourage development of <br />drainage facilities in unincorporated areas meeting priority <br />needs. <br />Policy #2a - The County shall place priorities on those areas <br />where drainage improvements have a significant benefit to the <br />health, safety or welfare of the residents. <br />Drainage System Performance Standards <br />A. Drainage systems should be designed to facilitate <br />aquifer recharge, unless it would be harmful to <br />groundwater quality. <br />B. Natural overland flows and open channel and grass swale <br />routings are preferred. Open channels and swales <br />should harmonize with the natural features of the site <br />and be designed to avoid or minimize safety hazards. <br />C. Alignment of open drainage components must be <br />coordinated with design of lot and street patterns and <br />grades. Drainage systems in conjunction with arterial <br />and collector streets should insure that these major <br />thoroughfares remain as free of water as is practical. <br />CODING: Words in W4¢9ft4tA type are deletions from existing law. <br />Words underlined are additions. <br />
