d <br />0 t <br />i <br />RECOMMENDED POLICY REGARDING <br />WATER AND SEWERAGE SYSTEMS <br />PROPOSED TO BE CONSTRUCTED IN THE UNINCORPORATED AREAS { <br />OF INDIAN RIVER COUNTY, FLORIDA, <br />AFTER <br />1. As defined herein, privately owned water and sewerage systems means <br />non -municipal systems serving subdivisions, apartment complexes, { <br />condominiums, trailer parks, industrial complexes, shopping centers <br />and similar systems serving more than one building, Systems serving <br />motels, parks, hospitals, schools and single commercial or industrial <br />buildings are excluded. <br />The water system includes wells, pumps, tanks, treatment facilities, <br />distribution system, water meters, and real estate and easements <br />necessary to such system. <br />The sewerage system includes treatment and disposal facilities, force <br />mains, pumps and pump stations, gravity system, building service <br />lines, and real estate and easements necessary to such system. <br />2. All privately owned water and sewerage systems constructed after <br />in the unfranchised and unincorporated areas of the <br />County s al be designed, constructed and placed in operating con- <br />dition by the owner, then deeded to the County without cost thereto. <br />3. Plans for all water and sewerage systems shall be submitted to and <br />approved by the County Utilities Department prior to start of con- <br />struction. <br />4. The systems shall be installed and said installation certified by <br />the engineer responsible for the design of such systems to the <br />Department. Such certifications shall state that the installations <br />of said systems were made in accordance with plans and specifications <br />previously approved by the Florida Department of Health, the Florida <br />Department of Pollution Control, and the appropriate planning <br />agencies. <br />5. Neither water nor sewerage systems may be constructed singly to serve <br />an area where the other service is not provided. <br />6. All water distribution systems shall be designed to provide fire <br />fighting provisions, including hydrants, as necessary to meet NBFU <br />Class 8 requirements. <br />7. The Department shall establish and enforce minimum design criteria <br />and standards of materials and construction. <br />8. The County shall require all buildings to connect to public water <br />and sewerage systems within 90 days from availability of service when f <br />such buildings are within 100 feet of such systems. <br />} <br />_30 <br />1 <br />JR 19 <br />
