Ai <br />A <br />start means either the first placement of permanent construction <br />of a structure on a site, such as the pouring of slab or footings, <br />the installation of piles, the construction of columns, or any <br />work beyond the stage of excavation; or the placement of a <br />manufactured home on a foundation. Permanent construction does <br />not include land preparation, such as clearing, grading and <br />filling; nor does it include the installation of streets and/or <br />walkways; nor does it include excavation for a basement, footings, <br />piers, or foundations or the erection of temporary forms; nor does <br />it include the installation on the property of accessory <br />buildings, such as garages or sheds not occupied as dwelling units <br />or not part of the main structure. <br />Construction Plans or Drawings - The engineering drawings, <br />specifications, tests, and data necessary to show construction of <br />the improvements. <br />Control Elevation - The lowest elevation at which water can <br />be released through the control device. <br />Detention (or to Detain) - The collection and temporary <br />storage of sto.rmwater in such a manner as to provide for treatment <br />through physical, chemical, or biological processes with <br />subsequent gradual release of the stormwater to the receiving <br />waters, in which the capacity for the specified treated volume of <br />stormwater is restored within 72 hours following a storm event. <br />On-line detention is temporary storage along the axis of the <br />drainage system, whereas "off-line" detention is temporary storage <br />at a location away from the system's direct path. <br />Development Project - Any intentional man -caused change or <br />improvement to land which increases the amount of impervious cover <br />or results in the change in elevation of any portion of the land <br />or changes the existing stormwater system and flood management <br />system. A development project shall include but shall not be <br />limited to all projects which require site plan or subdivision <br />approval under the County Code. <br />Discharge - The outflow of water from a project site, <br />drainage basin or other facility. <br />Drainage System (Artificial) - Any canal, ditch, culvert, <br />dike, storm sewer or other man-made facility which tends to <br />control the surface flow of water. <br />Drainage System (Natural) - Surface streams or marshes which <br />convey water to natural points of drainage. <br />Elevations - Heights in feet expressed in relation to mean <br />sea level and referenced to the National Geodetic Vertical Datum <br />(NGVD) . <br />Estuarine Environment - Those lands contiguous and adjacent <br />to the Indian and Sebastian Rivers where saturation with water is <br />the dominant factor determining the nature of soil development and <br />the types of plant and animal communities living in the soil and <br />on its surface. <br />
