The required storage volume must <br />be provided by a decrease of stored water caused by percolation <br />through soil, evaporation, evapotranspiration, or spray <br />irrigation. Retention shall be "off line" (i.e. outside of the <br />primary drainage path), unless it demonstrated by the applicant <br />that water quality in the receiving waters will not be adversely <br />impacted by "on-line" retention. Wet retention refers to an area <br />the lowest elevation of which penetrates the dry season <br />groundwater table. Dry retention refers .to an area the lowest <br />elevation of which lies at least two (21) feet above the wet <br />season groundwater table. <br />Sediment - Fine particulate material which is capable of <br />gravity settlement, whether mineral or organic, and which is in <br />suspension or has settled in a waterbody. <br />Site - Any tract, lot or parcel of land or combination <br />thereof where development is to be performed as part of a unit, <br />subdivision, or project. <br />Stormwater and Flood Management System - A system of natural <br />or artificial waterbodies or watercourses which stores or conveys <br />water. <br />Structure - That which is built. <br />Subdivision - A subdivision as defined by the County's <br />subdivision and platting regulation ordinance. <br />Substantial Improvement - Any repair, reconstruction, or <br />improvement of a structure, the cost of which equals or exceeds <br />fifty (50) percent of the market value of the structure either, <br />(a) before the improvement or repair is started, or (b) if the <br />structure has been damaged, and is being restored, before the <br />damage occurred.
