<br />improvement" is considered to occur when the first alteration of
<br />any wall, ceiling, floor, or other structural part of the building
<br />commences, whether or not that alteration affects the external
<br />dimensions of the structure, The term does not, however, include
<br />either [1] any project for improvement of a structure to comply
<br />with existing state or local health, sanitary, or safety code
<br />specifications which are solely necessary to assure safe living
<br />conditions or [2] any alteration of a structure listed on the
<br />National Register of Historic Places,
<br />System - A dam, impoundment, reservoir, appurtenant work or
<br />works, or a combination thereof, that is intended to provide
<br />drainage, water storage conveyance, prevent or impair inundation,
<br />or other water management capabilities in and for a discrete area
<br />or a work that traverses waters in the County, A system may be
<br />designed and constructed in phases,
<br />Thoroughfare Plan - The official map of present and future
<br />streets adopted by the Board of County Commissioners,
<br />Undeveloped Condition - The project site in its naturally
<br />existing unimproved state.
<br />Water - All water on or beneath the surface of the ground
<br />including natural or artificial water courses, lakes, ponds, or
<br />diffused surface water and water standing, percolating or flowing
<br />beneath the surface of the ground, as well as all coastal waters
<br />within Indian River County,
<br />Waterbody - Any natural or artificial pond, lake, reservoir
<br />or other area which ordinarily or intermittently contains water
<br />and which has a discernible shoreline,
<br />Watercourse - Any natural or artificial channel, ditch,
<br />canal, stream, river, creek, waterway or wetland through which
<br />water flows in a definite direction, either continuously or
<br />intermittently, and which has a definite channel, bed, banks or
<br />other discernible boundary,
<br />Watershed - A drainage area or drainage basin contributing to
<br />the flow of water into a receiving body of water.
<br />Wetland - That portion of the following categories of waters
<br />in Indian River County where one or a combination of the
<br />vegetative species listed in Section 17-4.02 (17), F.A.C. are
<br />dominant plant species:
<br />(a) Rivers and natural tributaries thereto,
<br />(b) Streams and natural tributaries thereto;
<br />(c) Bays, bayous, sounds, estuaries and natural
<br />tributaries thereto,
<br />(d) Lakes, impoundments, and ponds, except those owned
<br />entirely by one person;
<br />(e) Atlantic Ocean,
<br />(f) Areas inundated by water for 30 days or more per
<br />year,
