12/30/87.1(Ord)LEGAL(Vk) <br />RESTRUCTURING THE ORGANIZATION OF COUNTY <br />ADMINISTRATION BY CREATING A COUNTY BUDGET OFFICE <br />AND REQUIRING THAT THE DIRECTOR OF THAT OFFICE <br />REPORT DIRECTLY TO THE BOARD OF COUNTY <br />COMMISSIONERS; PROVIDING FOR INCORPORATION IN CODE <br />AND EFFECTIVE DATE, <br />BE IT ORDAINED by the Board of County Commissioners of <br />Indian River County that: <br />SECTION 1. CREATION OF COUNTY BUDGET OFFICE <br />-------------------------------------------- <br />Pursuant to the -authority granted by §129.025(1), <br />Florida Statutes, and any other conflicting ordinance to the <br />contrary notwithstanding, the Board of County Commissioners <br />designates a County Budget Officer to carry out the duties <br />set forth in Chapter 129, Florida Statutes. <br />The County Budget Officer shall be hired by the Board <br />of County Commissioners and shall report directly to the <br />Board of County Commissioners. <br />SECTION 2. DUTIES OF COUNTY BUDGET OFFICER <br />------------------------------------------- <br />In addition to the duties required by Chapter 129, <br />Florida Statutes, the County Budget. Officer shall. be in <br />charge of planning, organizing, directing, and controlling <br />the accounting, financial, and budgeting work of the County. <br />The County Budget Officer shall confer with and advise his <br />subordinate employees concerning work problems and in the <br />development and installation of work procedures and policies <br />and shall analyze County fiscal policies and recommend <br />changes or modifications in same. The County Budget Officer <br />shall direct and supervise accounting and budgeting <br />activities and procedures. The County Budget Officer shall <br />train or assist in the training of County personnel in <br />fiscal duties and coordinate work flow. The County Budget <br />Officer shall advise County officials and other department <br />heads on accounting and budgetary policies, interpret <br />accounting and fiscal policies, prepare budgets and <br />financial statements, and/or assist in the preparation of <br />reports and statements, and perform work in the operation <br />
