ORDINANCE NO, 88- 6 <br />of the overall fiscal process; and maintain the budget <br />throughout the fiscal year. The County Budget Officer also <br />shall perform related work as required including all bond <br />issues and grant applications. <br />SECTION 3. KNOWLEDGE, ABILITIES, AND SKILLS <br />The County Budget Officer shall have knowledge of <br />finance, budgetary, and fiscal management as they apply to <br />government accounting, knowledge of the principles, methods, <br />and practices of accounting, and knowledge of the laws and <br />regulations governing fiscal operations of the County. <br />The County Budget Officer shall possess the ability to <br />advise and implement modern accounting, budgetary, and <br />fiscal procedures, the ability to plan, organize, and direct <br />employees in the operation of financial procedures, the <br />ability to prepare and present budgets, statements, and <br />reports, and the ability to establish and maintain effective <br />relationships with employees and the public. <br />SECTION 4. MINIMUM QUALIFICATIONS. <br />The County Budget Officer shall have been graduated <br />from. an' accredited four-year college or university with a <br />major in accounting or business administration or related <br />field and shall have considerable experience in public or <br />government accounting. A comparable amount of training and <br />experience may be substituted for the minimum <br />qualifications. <br />SECTION 5. REVIEW OF ADMINISTRATIVE CHANGE <br />------------------------------------------- <br />The Administrative Aide to the Board of County <br />Commissioners shall schedule for the Board's agenda a review <br />of this administrative change during January, 1989. The <br />Board of County Commissioners may then review the <br />functioning of this new administrative directive and may <br />make any changes it so desires. <br />
