ORDINANCH 14 i6=60 <br />December 1, 1986, two District members and two at -large <br />members shall be appointed for terms ending December <br />310 1990; and three District members and two at -large <br />members shall be appointed for terms ending December <br />31, 1988. Thereafter, all appointments shall be for <br />four-year terms. If a vacancy occurs, a member <br />shall be appointed by the Board of County <br />Commissioners. An Advisory Board member whose <br />term has expired shall continue sitting on the <br />Advisory Board with full rights until ,that member <br />has been replaced. Members shall be removable by <br />a majority vote of the full Board of County <br />Commissioners. <br />D. Compensation. <br />Members of the Library Advisory Board shall serve <br />without compensation but will be paid actual <br />expenses incurred In the performance of their <br />duties. Such expenses shall not exceed the <br />allowances prescribed by state law. <br />E. Meetings. <br />After <br />November 7, <br />1986, <br />and <br />annually <br />thereafter, <br />the Library <br />Advisory <br />Board <br />shall <br />elect <br />a Chairman <br />and Vice Chairman. Meetings of the Advisory Board <br />shall be held at the call of the Chairman or at such <br />other times as the Advisory Board may determine, but <br />not lass than onco per calendar quarter. All <br />meetings shall be open to the public. Five members <br />of the Advisory Board shall constitute a quorum, and a <br />majority vote of those present shall determine <br />any issue before the Advisory Board, <br />Section 2. Functions, powers, and duties. <br />The Indian River County Public Library Advisory Board <br />shall have advisory powers only.
