As a tool for affecting the timing location of development, <br />user charges may be designated to vary with the quantity and <br />location of the service provided. Thus, charges could be greater <br />for providing services further from urban areas, and the reverse <br />for distances closer to urban areas. In this way, user charges <br />could affect the economics of development locating further away <br />from urban areas. <br />The analysis section of this element analyzes the county's fiscal <br />ability to provide adequate capital improvements, based on historic <br />-and projected revenue and expenditure patterns. The analyses <br />prepared in the other applicable comprehensive plan elements have <br />identified capital improvements needed to meet the demands of <br />existing and future development. <br />The needs of other public facilities such as jails, libraries and <br />public education and health systems are also discussed. Revenue <br />and expenditure projections are identified; and analyzed, and a <br />fiscal assessment of the needs (costs) versus the projected <br />available revenue is included. <br />Analysis of the Timing and Location of Capital Improvements <br />The Future Land Use and Traffic Circulation Elements are directly <br />related to the timing and location of capital improvements. The <br />provision of land use density guidelines and intensities of land <br />uses stated in the Future Land Use.Element are based upon several <br />criteria. These criteria are environmental constraints, land use <br />compatibility, the existing character of specific geographic areas, <br />hurricane evacuation capabilities, availability of public <br />facilities and services and other policies and criteria of the <br />Comprehensive Plan. <br />Using the Future Land Use Element to plan for the provision of <br />public facilities and services promotes compact development by <br />emphasizing infill development in urban areas and maximizes the <br />efficiency of existing facilities and services in under-utilized <br />areas. Utilizing the Future Land Use Element also controls <br />premature "leap -frog" development and ensures that adequate <br />facilities will be present consistent with the Future Land Use <br />Element. Maximizing the use of existing facilities and controlling <br />"leap -frog" development will contribute to a cost-effective and <br />efficient service delivery system. <br />Using the Future Land Use Map in the Future Land Use Element and <br />Future Thoroughfare Plan Map in the Traffic 'Circulation Element in <br />planning for future locations of facilities will provide for <br />efficient and orderly expansion of public facilities, provide for <br />
