CAPITAL IMPROVEMENTS ELEMENT <br />efficient growth in desired areas, discourage growth in undesirable <br />areas, and protect environmentally sensitive lands. Development <br />orders will be based upon the availability of adequate public <br />facilities and services which will provide additional support for <br />the Future Land Use and Traffic Circulation Elements. <br />The objectives of the Future Land Use and Traffic Circulation <br />Elements will be furthered by the extension of facilities and <br />services in a logical and efficient manner. This will be <br />accomplished by implementing and enforcing the adopted Capital <br />Improvements Element and its corresponding S -Year Schedule of <br />Capital Improvements. This ensures that facilities and services <br />will be in place concurrent with future land -use development. In <br />the -ease -c>� i oir mac.-�l-i�es-,- -es- 3rtrner ns- tinea e- f nc r 14 t 4 es <br />are-sche�duie�d-�rit�ri�t-- nom- -*f-the -five-years-mof--tire-ffehedtrke-ef <br />eaprtai-fmprovements;-these-fneilsties-are-conssdered-coneurrent- <br />Therefore, if a capital improvement project is not on the adopted <br />5 -Year Schedule of Capital Improvements Plan and the improvement is <br />required to maintain adopted level of service standards, future <br />development will be prohibited until the necessary facilities are <br />in place. This, in effect, indirectly controls the timing and <br />location of future land -tree development and, in turn, furthers the <br />implementation of the Future Land Use and Traffic Circulation <br />Elements's objectives. <br />Specifically, the Future Land Use Element of the plan delineates <br />existing and future year 2010 urban service areas and -the location <br />of public facilities, referenced in Figure 2.33. The proposed Land <br />Use Map, Figure 2.34 a/b/c, in the Future Land Use Element, <br />directly relates to the location of public facilities and the urban <br />service areas. <br />The Land Use Map graphically portrays the maximum land use <br />densities/intensities for the county by the year 2010. The As <br />shown on the map, allowable residential land use densities in some <br />areas are as high as 10 units to the acre in the urban service <br />areas and as low as 1 unit per 4e 20 acres outside the urban <br />service areas. The commercial/industrial land use areas are <br />located along the US #1 Corridor and nodal areas located along <br />major transportation routes and intersections. <br />The use of a schedule of capital improvements is important in the <br />timing and provision of improvements to existing facilities or <br />services and construction of new facilities. The prioritization of <br />projects, and the scheduling of projects based on projected need <br />and available revenue, will ensure that existing resources are <br />properly allocated. This scheduling effort will also ensure that <br />the appropriate areas will be served by needed facilities, thus <br />maintaining adopted levels of service. <br />
