CONCURRENCY MANAGEMENT PLAN <br />To ensure that level -of -service standards are maintained, it is <br />necessary to have a system in place which provides the criteria for <br />measuring facility capacity, assessing development demand on <br />applicable facilities, and monitoring service levels for applicable <br />facilities. This system will set the parameters for issuing <br />development orders consistent with level -of -service standards. <br />While this concurrency management plan sets policy and establishes <br />a process, the specific application of this system will be through <br />the county's land development regulations. When updated in <br />-conformance with state requirements, these regulations will define <br />the details of the concurrency management system and establish its <br />administrative requirements. <br />The major purpose of the concurrency management system is to detail <br />the specifics of implementing the county's level -of -service <br />standards. For that reason, the concurrency management system must <br />apply to all development activity in the county. The system must <br />then identify .the applicable standards for each facility, the <br />geographic scope of the concurrency requirement, and the method of <br />monitoring facility capacity changes. Most importantly, this <br />system must specify when facilities are considered available. <br />Project Applicability <br />All development orders issued by the county must comply with the <br />concurrency management plan and meet level -of -service. standards. <br />Development orders are county approvals for initiated construction <br />and/or land development activity. Specifically, development orders <br />consist of the following: comprehensive plan amendments, rezonings, <br />site plan approval, preliminary plat approval, development of <br />regional impact (DRI) development order approval, planned <br />development preliminary approval, and building permit approval for <br />single-family homes. For purposes of concurrency management, <br />rezonings and comprehensive plan amendments are not considered <br />development orders. <br />Service Standards <br />Level -of -service standards are established in this plan for the <br />following facilities: sanitary sewer, potable water, solid waste, <br />drainage, recreation, and transportation. These are explained in <br />detail in the applicable comprehensive plan elements. No level -of - <br />service has been set for mass transit; justification for this is <br />included in the mass transit element. <br />For each facility, level -of -service is a measure of the <br />relationship between demand for the service and the capacity of the <br />
