c For recreation facilities: <br />facility expansion is the subject of a binding <br />executed contract providing for commencement of <br />construction or _property acquisition within one <br />year of development order issuance; or <br />facility expansion or property acquisition is <br />guaranteed in an enforceable development agreement <br />providing for facility expansion/property <br />acquisition -within one year of development order <br />issuance. <br />c For transportation facilities: <br />facility expansion meets any of the criteria <br />referenced above, or <br />facility expansion must be included in the county's <br />Five -Year Schedule of Capital Improvements; and <br />c the facility must be included within the urban <br />service area; <br />c the facility must have an estimated date for <br />construction to begin and be completed; <br />o the facility must be scheduled to start <br />construction by the third year of the 5 -Year <br />Schedule of Capital Improvements; and <br />c a delay in construction of the facility will <br />require a comprehensive plan amendment; <br />c the capital improvements element and the Five - <br />Year Schedule of Capital Improvements must be <br />financially feasible; <br />c the Five -Year Schedule of Capital Improvements <br />must maintain adopted level of service <br />standards, must serve new development and <br />eliminate existing deficiencies as <br />prioritized; <br />c a realistic, financially feasible funding <br />system based on currently available revenue <br />sources must be used; <br />c development regulations that ensure the <br />issuance of development orders and permits <br />only when facilities and services will be <br />available to accommodate development must be <br />adopted; <br />o a monitoring system capable of determining <br />whether the adopted level of service standards <br />are met and the schedule of capital <br />improvements is followed must be adopted; and <br />
