G areas where publi- Facilities and services <br />will be provided with public funds must be <br />designated. <br />* only applicable for consideration for the project to which the <br />development order does or will apply. <br />Regulation <br />No development order shall be issued for any project where the <br />project's demand in conjunction with existing demand and committed <br />demand will exceed the capacity of a facility at the service level <br />-established in this plan. Level of service analysis will be <br />undertaken by the planning staff during the review of each project <br />for which development order approval is required. <br />Monitoring System <br />To effectively implement the concurrency requirement, it is <br />necessary to maintain an estimate of available capacity for each <br />public facility subject to level -of -service requirements. By <br />maintaining an accurate and current available capacity estimate for <br />each facility, projected demand from development applications can <br />be compared to the available capacity for the facility to determine <br />if the project can be approved. The purpose of the monitoring <br />program is to maintain a current estimate of available capacity for <br />each facility. <br />The monitoring system portion of the concurrency management plan <br />will be maintained by the planning department. Using personal <br />computers and data base management software, records will be <br />developed and maintained for each specific facility. <br />The staff will identify the total capacity of each applicable <br />facility based upon information in the specific element of the <br />comprehensive plan. These data will then be entered into separate <br />records in the total capacity field for data base files established <br />for each public facility category. Capacity figures will be <br />modified as facilities are expanded or as criteria specified in the <br />availability of capacity section are met, thereby allowing a <br />programmed expansion to be considered for capacity determination <br />purposes. Through contact and interaction with line departments, <br />the planning staff will ensure that capacity estimates are modified <br />as soon as facility characteristics are changed. <br />Table 13.20, Monitoring System Design, depicts the general <br />structure of the monitoring system data base file for each public <br />facility category. This table shows that available capacity for <br />each specific facility is a function of total capacity less <br />existing demand and less committed demand. The demand section of <br />
