is proposed and is consistent with all applicable regulations <br />but one or more public facilties is/are operating at an <br />inadequate service level, the applicant may at his expense <br />make facility improvements to increase facility capacity when <br />such improvements are consistent with county plans and receive <br />county approval. <br />POLICY 3.5: The county hereby adopts the level of service <br />standards for public facilities which are established in the <br />other elements of the comprehensive plan and which are stated <br />below. <br />Drainage. <br />o The county hereby adopts the following level -of -service <br />standard for all new drainage systems within the <br />unincorporated county: New development requiring major <br />site plan approval or subdivision platting shall <br />construct a complete drainage system to mitigate the <br />impacts of a 25 year/24 hour design rainfall event using <br />the Soil Conservation Service Type 2 modified rainfall <br />curves. Post development runoff shall not exceed pre - <br />development runoff unless maximum discharge rate has been <br />adopted for applicable drainage basin and the discharge <br />does not exceed that rate. If the maximum discharge rate <br />has not been adopted for the applicable basin, post <br />development discharge may not exceed pre -development <br />discharge. <br />c All new roads constructed in Indian River County after <br />September, 1990, shall meet the following design <br />criteria. <br />Local Road Protection Level of Service <br />outside existing easement and <br />right-of-way limits; <br />10 year storm/24 hour duration - limited encroachment of <br />stormwaters in front and rear yards, <br />25 year storm/24 hour duration - greater encroachment of <br />stormwaters in front and rear yards <br />with no minor street f looding ( 2 " max . ) ; <br />100 year storm/3 day duration - some street flooding, <br />but no flooding of existing or proposed <br />residences. <br />o By 2010, all existing roadways in the county shall be <br />improved to meet the following level -of -service standard: <br />
